WEST CHESTER • LIBERTY CHAMBER ALLIANCE (1976-2026)

In November, the West Chester ▪ Liberty Chamber Alliance was pleased to present the results of our Industry and Workforce Needs Analysis for the I-75 Business Corridor, summarizing the regional infrastructure for the Cincinnati and Dayton MSAs in southwestern Ohio. This groundbreaking, comprehensive analysis was in part, a two-year project led by our Chamber’s Helping Unleash Business initiative. This report serves as a critical tool in understanding the evolving economic landscape, the workforce demands with soft skills being the most important skills, and opportunities for growth and development in our dynamic region.

This project was conducted in partnership with the award-winning Alpaugh Family Economics Center at the University of Cincinnati and was supported by a coalition of 10 key stakeholders representing a broad range of industries and institutions.

As one of Ohio’s and the Midwest’s most vital transportation corridors, the I-75 Business Corridor is poised for significant growth, offering an array of opportunities for businesses and workers alike. The findings outlined in the report provide valuable insights into the current and future needs of industries and the workforce that will drive our region’s economic success.

The I-75 Business Corridor is more than a transportation route for 153,000 vehicles daily – it’s a lifeline for advanced manufacturing, aerospace, healthcare, and innovation in Ohio. This initiative represents a powerful alignment of business, education and community leaders, reflecting our commitment to advancing smart, sustainable growth in our communities of West Chester and Liberty Townships and our entire region. Together, we gathered insights that will shape how we grow, attract talent, and invest in our future, confident this project will generate meaningful outcomes for the Cincinnati-Dayton Metroplex.

As we look to the future, it is essential that we create a thriving, inclusive environment where employers have access to the skilled workforce needed to succeed, while also ensuring that residents and workers in our region have access to quality training, educational opportunities, and fulfilling careers. This report is a step toward that goal, and we hope it will be a catalyst for continued collaboration and investment in the I-75 Business Corridor.

Filling the Gaps: Huntington Learning Center Complements Traditional Schooling with Individualized Tutoring Programs

Dr. Priscilla Maghrabi turned passion into purpose on a random Tuesday night scrolling through businesses-for-sale ads. The timely decision to combine her expertise in education with her desire to continue impacting the lives of the local youth set her in motion to become the franchise owner of the West Chester, Ohio, Huntington Learning Center.

Huntington Learning Center is a nationally recognized, accredited tutoring and test-preparation company built on the philosophy that every student deserves the best education possible.

“We go beyond the transactional experience; we are in it for the long haul with the family to really support the child from foundational skills through advanced placement, college prep, and even college coursework tutoring,” said Maghrabi, a former college professor and elementary school teacher. “We design our programs based on who the student is, where they are at, and where they want to go.”

Huntington uses assessments and accredited content to create custom, personalized programs to identify and fill the gaps in each student’s learning. The individualized program is truly student focused, proceeding at the student’s own pace. “We complement the traditional learning environment where personalized learning isn’t possible,” Maghrabi said.

Huntington is accredited by the Middle States Association, the same body that accredits more than 2,600 U.S. schools and institutions. The tutors, who are current teachers, retired teachers, or experts in their professional field, help students develop essential study skills and build confidence in their ability to learn.

“With nearly 50 years of data, we know our curriculum and style lead to confidence gains inside and outside of the classroom,” Maghrabi said. Parents receive progress reports of the child’s progress during monthly 1:1 meetings, allowing them to partner in the educational journey.

Students often make two or more grade-level gains in reading and math after completing their personalized program. And Huntington’s impact extends into upper grade levels with its test preparation programs. The center offers comprehensive exam prep courses, such as the High School Placement Test (HSPT), PSAT/SAT and ACT. On average, students who complete the prep course increase their SAT score by 230 points or ACT score by 5.5 points. This dramatic improvement averages an increase of $72,000 in scholarships, a result that can be life-changing for families.

These statistics are not surprising to Maghrabi.

“Huntington Learning Center’s model is validated and has stood the test of time,” she said. “We know how best to tutor – how best to identify gaps – and that really resonates with me. I want to know that what I’m doing is impactful. It really is about giving every student the best education possible.”

Liberty Township Fire Department Maintains Esteemed ISO Class 2 Public Protection Classification

The Liberty Township Fire Department (LTFD) is proud to announce that it has once again maintained its Class 2 rating from the Insurance Services Office (ISO) Public Protection Classification (PPC) program – an achievement that reflects the department’s ongoing commitment to excellence in fire protection and community safety.

The LTFD first earned this top classification in 2017 and continues to uphold the high standards required to maintain it. The ISO PPC program evaluates key elements of fire protection services including emergency communication systems, firefighting operations, water supply infrastructure, and community risk reduction efforts such as fire prevention and public education.

“Maintaining a Class 2 rating for nearly a decade is a testament to the dedication of our firefighters, the strength of our partnerships and our community’s investment in public safety,” stated Fire Chief Ethan Klussman. “A special thank you to Assistant Fire Chief Dave Greve, whose leadership and coordination were instrumental in helping the LTFD maintain this high standard. We are proud to serve Liberty Township with professionalism and consistency every Day.”

1.  The ISO PPC score is a tool used by most property insurance companies when determining rates. A better PPC classification – like Liberty Township’s Class 2 – can lead to lower insurance premiums for homes and businesses.

2.  A Class 2 rating indicates very strong fire protection services, based on a comprehensive evaluation of dispatch operations, training, staffing levels, response times, water supply systems and proactive safety initiatives.

West Chester Township – Plan for Mill Creek District Moves Forward

At a special public meeting held on Oct. 30, the West Chester Township Board of Trustees voted unanimously to move forward with a $18.3 million land purchase, acquiring approximately 75 acres of property located at the northeast corner of I-75 and Union Centre Boulevard.

The property will serve as the foundation for what is envisioned as the Mill Creek District, a transformative mixed-use development to activate a strategically located site for public use and private investment. The plan imagines a vibrant, walkable district anchored by the restored Mill Creek greenway, with opportunities for employment, recreation, and community gathering.

A defining feature of the plan is the restoration and celebration of Mill Creek, which flows through the property. The greenway is envisioned as a public green space with a trail network that connects to existing infrastructure and developments such as Noble West Chester’s luxury apartment complex and GE Aerospace.

“The Mill Creek District is a once-in-a-lifetime opportunity to plan for growth that balances innovation with community character,” said Trustee Ann Becker. “This new green space would offer a place for community gatherings and passive recreation in the center of the township.”

Located along I-75 between Cincinnati and Dayton in one of Southwest Ohio’s most visible and active economic development corridors, the site offers a rare opportunity to create a destination that connects commerce and community with the natural environment. The township purchased this land to have better control over how the land was developed. This was an intentional decision to allow the township to steer the direction of development to better serve the community.

At this stage, the Township has completed a market analysis and created a conceptual framework that illustrates how the site could evolve over time. The framework outlines a mix of complementary uses, which could include the following:

• Research & Innovation Space: 72,000 square feet of flexible R&D, laboratory, and tech-driven workspace

• Office & Co-working Space: 454,000 square feet of modern office and co-working facilities

• Retail, Dining, and Entertainment: 140,000 square feet, including a 15,000 SF food hall, 20,000 SF boutique grocery, and a mix of casual and fine dining options.

• Residential Living: 130-150 multifamily units and 15 townhomes

• Hospitality: 80–120 room boutique hotel

• Public Green Space: 19.9 acres of restored creek corridor and green space, featuring trails and plazas for both passive and active recreation

The concept represents an early vision rather than a final plan, and that the project will involve partnership with a development team. Future phases of the project will likely include additional research, public engagement, environmental studies, and site master planning.
