Portland’s economy and community
The Coastal Bend is experiencing continued industrial growth, spurred by expansion of the Port of Corpus Christi, the country’s #1 port in total revenue tonnage. Industries in Portland and surrounding communities produce materials for steel, fluoroproducts, and plastics production; export natural gas and crude oil; and deliver support services in related fields. Portland continues to work closely with business and industries to promote economic growth in the region, while preserving a sense of community for its residents and neighbors.
Commercial and residential development continues to grow in Portland. In November, city leaders held a groundbreaking ceremony for the Portland Town Center, a 200,000 square foot commercial shopping center that will be anchored by a Target department store. The project is scheduled to begin this year, and will be located at the corner of Broadway Boulevard and US Highway 181 Frontage Road.
New residential development includes construction in 12 subdivisions, with an estimated 3,000 new homes planned.
At its core, Portland is growing because of the local industry. Here are key businesses and industry partners that are insuring Portland’s prosperous future.
PORT OF CORPUS CHRISTI AUTHORITY
As the nation’s leading export gateway for U.S.-produced energy, the Port of Corpus Christi (www.portofcc.com) continues to position itself as a leader in the energy transition by encouraging and helping its users to accomplish their own climate action goals. In March 2022, the Port of Corpus Christi (POCC) adopted an updated environmental policy to further clarify goals and set timeframes to achieve them over the next few years.
Much of the success of the industries in Portland, and the Coastal Bend, is due to the close proximity to the Port of Corpus Christi. In addition to being a top US port for waterborne tonnage, leaders at the Port of Corpus Christi have announced measures to also be a leader in environmental sustainability.
Last fall, the Port of Corpus Christi Commission approved a lease agreement with Buckeye Partners, L.P., to establish the first solar farm in the 100-year history of the Port. The 81,000+ panel project will be located just a few miles north of Portland. Commercial operations are tentatively scheduled to begin in late 2025, which will have the capacity to produce 88,000 MWh of electricity per year.
The POCC set another tonnage record in the third quarter of 2022. The third quarter tonnage totaled 48.3 million tons, surpassing the second quarter’s tonnage record of 46.4 million tons. The growth has been attributed to strong exports of crude oil, refined petroleum products, and liquefied natural gas (LNG.) Additional tonnage records were reached last year in renewable energy components, as more wind turbines and blades were moved through the area.
Crude oil shipments for Q3 2022 totaled 28.7 million tons, for a gain of 5 percent over the prior record set in Q2 2022. Refined products amounted to 8.3 million tons, an increase of 4.4 percent from the previous quarter. LNG shipments increased by 5.8 percent to 4.2 million tons, and dry bulk cargo came in at 2.1 million tons – 3.7 percent above Q2 2022. Total year-to-date waterway tonnage through Q3 2022 was 138.3 million tons.

GULF COAST GROWTH VENTURES
Gulf Coast Growth Ventures’ (www.gulfcoastgv.com) $7 billion ExxonMobil and SABIC plastics manufacturing facility officially opened last January, setting a milestone in Gregory for large-scale job creation. Now the facility is fully operational, with 600 employees operating the world-scale facility. Average salaries are $90,000.
The new facility produces materials used in packaging, agricultural film, construction materials, and clothing. The operation includes a 1.8 million metric ton-per-year ethane steam cracker, two polyethylene units capable of producing up to 1.3 million metric tons per year, and a monoethylene glycol unit with a capacity of 1.1 million metric tons per year.
ExxonMobil and SABIC have partnered together for 40 years on petrochemical projects. Gulf Coast Growth Ventures represents their first joint venture in the Americas. SABIC is the operating partner for two long-standing joint ventures with ExxonMobil in the Kingdom of Saudi Arabia, Kemya in Jubail and Yanpet in Yanbu. Ownership interests in Gulf Coast Growth Ventures is evenly divided with 50 percent to ExxonMobil and 50 percent to SABIC. ExxonMobil is the site operator.
GCGV has been actively involved in local environmental stewardship programs. Collaborations with organizations like the Coastal Bend Bays and Estuaries Program help to support habitat restoration projects, research, and environmental education programs. Volunteers with GCGV have also participated in community service events with the United Way of the Coastal Bend, Foster Angels of South Texas, and Texas A&M University-Corpus Christi’s Harte Research Institute.
Significant investments have also been made by GCGV in local high schools, colleges and trade programs by providing school supplies and technology equipment, hosting STEM days, and funding scholarships.
ARCELOR MITTAL TEXAS HBI
ArcelorMittal Texas HBI is the world market leader in turnout technology, special rails, tool steel, and special sections. Formerly known as voestalpine, ArcelorMittal acquired a majority share of the HBI (hot briquetted iron) plant on Kay Bailey Hutchison Road in Portland in April 2022.
The state-of-the-art plant, which was opened in October 2016, is one of the largest of its kind in the world. It has an annual capacity of two million tonnes of HBI, a high-quality feedstock made through the direct reduction of iron ore which is used to produce high-quality steel grades in an electric arc furnace (‘EAF’), but which can also be used in blast furnaces, resulting in lower coke consumption. HBI is a premium, compacted form of Direct Reduced Iron (‘DRI’) developed to overcome issues associated with shipping and handling DRI.
In parallel with the transaction, ArcelorMittal (corporate.arcelormittal.com) has signed a long-term offtake agreement with voestalpine to supply an annual volume of HBI commensurate to voestalpine’s equity stake to its steel mills in Donawitz and Linz, Austria. The remaining balance of production will be delivered to third parties under existing supply contracts, and to ArcelorMittal facilities, including to AM/NS Calvert in Alabama, upon the commissioning of its 1.5 million tonne EAF, expected in the second half of 2023.
The Portland facility, which employs more than 270 people, benefits from the proximity to the Port of Corpus Christi’s deep shipping channel, which enables cost-effective transportation to other countries. The plant currently uses natural gas as fuel to produce the HBI, but has the potential to transition to renewable-energy-powered green hydrogen. The use of natural gas, currently, rather than coal as the energy input and reductant, means the steelmaking process carries a lower carbon footprint than more traditional production methods. The production of steel via DRI/HBI is expected to play a prominent role in the global decarbonization of the steel industry – a process ArcelorMittal intends to lead, with the Portland plant playing a key role.
CHENIERE ENERGY, INC
The largest producer of liquefied natural gas (LNG) in the United States, and second-largest LNG operator worldwide, is poised to expand its operations in the Coastal Bend. Cheniere Energy has two production facilities in the U.S.: Sabine Pass, and the Corpus Christi Liquefaction (CCL) facility located outside of the Portland city limits in Gregory.
In June 2022, Cheniere announced a positive Final Investment Decision and issued notice to management partners to begin the third phase of construction. The expansion is expected to bring total production capacity up from 15 million tons per annum (MTPA) of LNG to 25 million tons. This project is expected to proceed a full year ahead of schedule.
The 1,000-acre CCL facility currently has three fully operational liquefaction units, known as “trains.” With the expansion, CCL will increase from three to seven “midscale” trains.
Like other area industries, Cheniere’s proximity to the Port of Corpus Christi is beneficial. It is strategically situated for LNG exports given its large acreage position, interconnections with multiple interstate and intrastate pipeline systems and its premier marine access, located less than 15 miles from the coast. CCL has the ability to access natural gas from some of the most prolific production regions in the country, including the Permian Basin. The approximately 22-mile, 48” Cheniere Corpus Christi Pipeline connects CCL to several interstate and intrastate pipelines, giving the facility access to robust gas resources. Cheniere also has access to an extensive pipeline network through long-term transportation agreements.
CCL works with dozens of natural gas producers and infrastructure companies to purchase natural gas and reliably transport the supply to the terminal. Cheniere’s businesses illustrate the preeminence of Texas in the oil and gas industry, which has long strengthened the economies and communities of Portland and the entire state.

Enbridge purchased the Moda Midstream Ingleside Energy Center (MIEC), now named Enbridge Ingleside Energy Center (EIEC) in late 2021. The company is a liquid terminating and logistics company that provides independent terminal, storage and distribution solutions to refiners, petrochemical manufacturers, marketers and producers of crude oil, condensate, NGL’s, refined products and other bulk liquids.
“MIEC is a flagship asset,” Moda Midstream President, CEO and Founder Bo McCall said. “We are very proud of the safe and responsible growth we have achieved since we purchased the asset less than three years ago (Private equity firm EnCap Flatrock Midstream owns Moda, which purchased the Ingleside export facility from Occidental Petroleum Corp. in August 2018).”
The company also purchased Moda’s terminal in Taft with plans to create renewable energy facilities in the area, just like the Port of Corpus Christi is currently in the process of doing in and around San Patricio County.
MIEC is strategically located in Ingleside, Texas, near the mouth of Corpus Christi Ship Channel with minimal transit times to the Gulf of Mexico. The terminal links Eagle Ford Shale and Permian Basin production to key domestic and international markets.

A ribbon-cutting on Steel Dynamic’s Sinton Steel Mill was celebrated in February 2022. The Sinton flat-roll steel mill was designed with a three million ton annual production capacity, which includes a galvanizing line and a paint line, with an additional galvanizing line and paint line coming online mid-2023.
The state-of-the-art Sinton Steel Mill is designed to have product capabilities beyond that of any existing electric arc furnace (EAF) flat roll steel producers, competing even more effectively with the blast furnace steel model and foreign competition. The Sinton Steel Mill will utilize the next generation of EAF steelmaking with the ability to produce the latest generation of advanced high-strength steels. This mill follows the same stringent sustainability model as our other steelmaking facilities, to produce high-quality, lower-carbon, sustainable steel.
