& Working Toward a Prosperous Future

It is with a great sense of humility that I am filled with immense pride and gratitude for the strides we have made together, as a community. Over the past year and a half, we have achieved significant accomplishments in key areas that touch the lives of every citizen.

We strive to encourage economic opportunities, ensure public safety, provide attractive amenities, and cultivate a diverse and welcoming community. Our commitment to the future drives us to constantly explore innovative solutions that guarantee the city’s financial and environmental sustainability, while meeting the current and future needs of the community.

Our collective efforts have brought about transformative change to the city. From taking necessary steps to increase public safety initiatives, enhancing public education programs through close collaboration with the Patterson Joint Unified School District, and expanding access to quality healthcare by fostering partnerships that increase urgent care services hours, our efforts are making positive changes that will last for generations to come.

Additionally, through infrastructure revitalization efforts such as the modernization of multiple roadway projects and upgrades to public parks and amenities, as well as a commitment to economic development, fostering a healthy business environment, and moving the Farmer’s Market downtown, our community is set to continue to prosper and thrive for the years to come.

The bright future of our community, built on the strong foundations of public safety, healthcare, infrastructure, education, and business, is a testament to our collective vision and commitment. With a focus on the needs of Patterson’s families, we are creating a prosperous, safe, and sustainable environment for generations to come.

Patterson’s Nonprofit Organizations

Connection & Collaboration

Patterson’s nonprofit organizations continue to be the heart and soul of our community. With new nonprofits emerging in town every year, there is always a need being filled by these selfless entities and their volunteers.

One might think that the more nonprofits that a community has, the harder it would be for those organizations to be successful. That is not the case in Patterson. Patterson has grown substantially this last year, including the addition of several new nonprofit organizations that have emerged and have grown to be successful. It is likely because these organizations understand that a major key to their success is their ability to collaborate with other, more established nonprofits and organizations. Everywhere you look in our small Central Valley town, you can see nonprofit organizations collaborating together for the greater good of our community. In any successful community, nonprofit organizations look to one another for support and collaboration instead of as a threat or competition. Two of Patterson’s newest nonprofit organizations have debuted on the scene doing just that.

Patterson Gives Back is a new nonprofit that was founded by our local Patterson Firefighters Association, IAFF Local 4577. Their organization is committed to building a stronger and more connected community. According to its mission, “We achieve this by engaging in meaningful acts of kindness, establishing financial partnerships with local organizations, and actively supporting the communities within Patterson, Grayson, Westley, Diablo Grande, Crows Landing, and Newman.” In their short time in existence, Patterson Gives Back has been able to collaborate on local giving and service projects with several other nonprofits like Invest In Me and Love Patterson as well as local churches.

Another new nonprofit and new chamber member who understands the importance of collaboration is TKK The Kindness Knot. The Kindness Knot’s mission is “to actively combat hate, self-hate, and bullying in Patterson by promoting prevention, support, and collaboration.”

TKK encourages a bully and hate-free society by providing accessible mental health resources to foster a resilient community that values acceptance, compassion, and respect for all. Their organization was able to debut their passion for P.E.A.C.E. (Prevention, Embracing, Accessibility, Courage, Educate) by sponsoring Love Patterson Day and engaging in many of the kindness related projects.

We want to encourage our community to connect with, volunteer with, and invest in our local nonprofits. Being that our Chamber of Commerce is also a nonprofit, we see the value in actively supporting one another. The nonprofits that are currently a part of the Chamber family are:

Celebrating Educational Endeavors

on the Horizon

In the 2023-24 school year, our district continued to make incredible strides in facility development to ensure that our students have state-of-the-art buildings, learning spaces, and athletic/recreational spaces. We have diligently kept our community informed, documenting our progress and celebrating milestones.

At a February 2024 School Board Meeting, our district presented to our Board of Trustees and community the projects in progress and on the horizon. This presentation is available on our district’s website on the “Construction” page.

Major highlights this year include the pool and frontage beautification projects at Patterson High School. These projects have made significant progress. With school out this summer, construction teams are able to advance these projects, which we anticipate being ready for student use by the start of the next school year.

Early development of the new elementary school, located off Ward Avenue, has begun. With site renderings drawn, contracts signed, and geotechnical reports completed, the estimated three-year project is on track for a February 2027 completion and occupancy in the 2027-2028 school year. Our district staff and trustees visited a neighboring school site with architects to envision our new elementary school. While designs are tailored to our needs, the architectural types and structures may be similar.

As an additional layer of transparency, our district assembled a bond oversight committee with members from businesses, parents, parent-teacher organizations, tax member associations, and the general public. This group met four times this year to ensure our district remains transparent and committed to the projects described by the bond measure passed in November 2022. The final report of their findings is available on our district’s website on the “Measure E” page under the “Community” tab.

Lastly, as part of the planning process, our district will work with a community-derived committee to start the school naming process. This committee will collaborate and make a naming recommendation to our Board of Trustees. Please be on the lookout for more information about this endeavor soon.

Real Talk

Patterson & Changes in Real Estate

Patterson is a growing agricultural community in Stanislaus County, strategically located off of I-5 and within close proximity to the Bay Area and other major Central Valley cities. With thousands of new homes being built or in planning stages, our community is experiencing a massive surge in growth. As our local real estate market stays strong, winds of change are affecting how real estate professionals do business.

Buyer and seller representation within the real estate market has been recently affected by a National Association of Realtors lawsuit, creating challenging hurdles for real estate agents as they learn to navigate the new laws and regulations which are due to go into effect in the near future. Prior to showing properties to potential buyers, Realtors® will now be required to enter into a Buyer-Broker Agreement with their client. By January of 2025, the state of California is expected to mandate that ALL real estate agents follow suit. This new contract covers broker compensation, responsibilities of the broker to their client, non-exclusivity, start and end dates and disclaimers in order to avoid misunderstandings between both parties.

The new laws also ensure transparency for the buyers and sellers. As part of this effort, many of the contract forms have been altered and more have been created. Delta Marketplace Project

Receives Green Light in Patterson

The City of Patterson has granted final approval for the Delta Marketplace, a transformative commercial development set to bring significant economic growth and new amenities to the area. Situated at the intersection of Sperry Avenue and Haggerty Road, the project spans 18.42 acres and will feature a state-of-the-art shopping center encompassing 94,394 square feet.

This ambitious development will include a variety of retail stores, dining options, and office spaces. The site plan also integrates ample parking, green spaces, and pedestrian-friendly pathways, reflecting the city’s commitment to sustainable and community-oriented growth. The marketplace is strategically located to serve both local residents and travelers, given its proximity to major transport routes, including Interstate 5.

City officials and developers have highlighted the project’s potential to stimulate the local economy, create numerous jobs, and provide a modern shopping and dining experience for Patterson’s growing population. Kevin Buehner, the lead developer, emphasized the community benefits, stating, “We are thrilled to bring a project of this scale and quality to Patterson. The Delta Marketplace will provide a convenient and vibrant destination for shopping and dining, enhancing the lifestyle of local residents and attracting visitors from surrounding areas.”

City Planner Joel Andrews noted that the Delta Marketplace aligns with Patterson’s strategic plan for sustainable development and complies with all state and municipal regulations. “This project is a significant step in Patterson’s economic development journey,” he said. “It supports our goal of fostering a thriving business environment while enhancing the quality of life for our residents.”

Construction is slated to begin in the coming months, with completion expected by mid-2025. The opening of the Delta Marketplace will mark a milestone in Patterson’s development, positioning the city as a regional hub for commerce and community activities.

Apricot Festival

Celebrates Patterson’s Agricultural Roots

The City of Patterson, California has a long history of farming. It once boasted the largest number of apricot orchards in the world. During the 1970s, over 95% of the world’s apricots were grown in California, specifically with 40% of those orchards located in our small town of Patterson. It was at this time that a group of local residents decided to host a festival that would promote local commerce, bring people together downtown and celebrate our town’s agricultural roots. The first event held in July of 1971 was themed “Western Daze”. The following year, the committee decided it was best to change the theme and name of the festival to “Apricot Fiesta” in order to be unique, and better represent our farming community and its surrounding area. The Apricot Fiesta is now always held the weekend after Memorial Day, which is symbolic to kicking off the apricot harvest season.

Standing with tradition, the Patterson Apricot Fiesta just celebrated its 52nd Annual event in the center of town. The Apricot Fiesta has grown from a downtown barbeque, parade, and pageant to an event that spans over three days. The next Apricot Fiesta is scheduled for Friday, May 30, 2025 through Sunday, June 1, 2025. Don’t miss any of the fun Fiesta weekend with the Little Mister & Little Miss Apricot and Miss Patterson pageants, Parade, Youth Talent Showcase, Food Court, Beer Garden, Craft & Commercial Vendors, Arm Wrestling Competition, Cornhole Tournament, J. Schali Hay Games, Art & Crafts Show, Lion’s BBQ, Friends of the Church Breakfast, Free Entertainment, Classic Car Show, Pie Eating Contest & Fireworks Show. In the future, it is our hope to bring back the Hot Air Balloons and to incorporate a Sunday Farmer’s Market. The Patterson Apricot Fiesta Board of Directors would like to continue to inspire love for the City of Patterson and our agricultural roots by serving our community and making new memories each year that will last a lifetime.

Recreation & Community Services

Cultivating Community Engagement

The City of Patterson Recreation and Community Services Department strives to deliver quality programs for all generations by creating memorable experiences, a sense of community and encouraging a healthy, active life.

With more than 100 part-time employees and a team of 17 full-time staff, Recreation and Community Services maintains and coordinates programs for our Patterson Aquatic Center, Hammon Senior Center, a fitness court, the Walnut Grove Gym and the T. W. Patterson Sports Complex. The department conducts enrichment and fitness classes for all ages, facilitates sport leagues, provides opportunities for senior citizens to socialize, nurtures leadership and nature-based programs for teens, coordinates community special events, emphasizes safety through swim classes and outreach, manages grants and scholarship programs, provides custodial and maintenance services, and fosters community relationships.

“At our Recreation and Community Services Department, we’re all about bringing the community together through engaging programs and services tailored for everyone, from our energetic youth, to our cherished seniors,” expressed Ashley Weaver, Recreation Director for the City of Patterson. “We’re dedicated to creating a welcoming and inclusive environment where every community member feels a sense of belonging. Whether it’s through our Hammon Senior Center activities, teen programs, youth sports, or recreational swims, we want everyone to feel at home and connected. Join us as we continue to build a vibrant, fun, and supportive community!”

Established in 2009, the Hammon Senior Center has been a cornerstone in fostering a healthy and active lifestyle for seniors in the Patterson community. Over the years, the Center has evolved into a thriving community space where seniors can lead active, healthy, and fulfilling lives. By offering a variety of programs and services, the Center not only caters to the physical and mental well-being of its participants, but also nurtures a strong sense of community and camaraderie. Participants often form lasting friendships and support networks, which are vital for emotional health.

The inclusive environment at the Center ensures that everyone feels welcome and valued, fostering a sense of belonging and purpose. The Center stands as a testament to the importance of providing dedicated spaces and resources for seniors to enjoy their golden years to the fullest.

Department of Public Works

Welcomes New Leaders

The City of Patterson’s Department of Public Works provides the highest level of service to the residents of Patterson while maintaining the community’s infrastructure in the most cost-effective manner possible. Comprised of dedicated and hard-working employees, the department is committed to enhancing the city’s infrastructure and natural resources. As the city’s largest department, Public Works is responsible for infrastructure and services that are crucial for sustainable and resilient communities, as well as the well-being of Patterson’s residents. Constantly striving to improve customer service and efficiency, the department plays a vital role in ensuring the city’s long-term prosperity and quality of life.

Recently, the department has undergone significant changes in leadership, welcoming two new Deputy Directors. Will Barrera and Xavier Guluarte join Mike Willett, Public Works Director, and Sonia Delgado, Deputy Director, bringing a wealth of knowledge and expertise, further strengthening the department’s capabilities.

Promoted to Deputy Director in 2023, Barrera brings over 20 years of experience and knowledge to the department. As Deputy Director, Barrera directly oversees the city’s utilities which include Water Operations, Streets and Collections Division, as well as the Electrical Division. Most recently, Barrera oversaw the relocation of the Patterson Police Services to their temporary office located on 301 S. 1st Street, connecting the electrical and power lines, sewers lines and utility collections for the entire office.

Complementing Barrera’s expertise, Guluarte brings 15 years of experience to the department. Promoted to Deputy Director in 2023, Guluarte oversees the Fleet Maintenance, Park and Landscape Maintenance, Urban Forestry, and Building Maintenance teams. Guluarte and his team have diligently worked on many projects benefiting the community but most recently he oversaw the revitalization of Felipe Garza Park and the restoration of the baseball fields.

“Our three deputy directors are invaluable assets to the team,” says Mike Willett, Director of Public Works. “Will and Xavier’s fresh perspectives and expertise are already helping us improve our services to better serve the community. With this enhanced leadership team, we can tackle more projects and innovate our services to meet the growing needs of the community.”

Through clear leadership and more defined roles and duties, the expanded leadership structure has allowed the department to shift from a reactive to a proactive management style, addressing issues before becoming problems and planning strategically for the future.

With an expanded scope and breadth of responsibility, the department is better equipped than ever to maintain and improve the city’s infrastructure, ensuring a high quality of life for all residents.

Announces New Leadership, Engagement Efforts

The Patterson Fire Department has experienced significant changes over the past year, starting with new leadership - a new fire chief, division chief, and captain. These additions not only bring additional expertise and knowledge benefiting the department and its operations, but also foster growth and collaboration within the department and the community. Complementing this leadership is a remarkable administrative team that is knowledgeable and essential in managing the department’s daily operations and training.

Additionally, the department has deepened its community involvement and engagement though establishing lasting partnerships with community organizations and local schools. Initiatives like the Fire Prevention Program in October, which enables fire crews to go to local elementary schools to educate students on fire prevention and safety, and free community station tours welcome the community to engage with firefighters directly.

This proactive approach has led to an increase in safety among residential and commercial properties. The department is witnessing cleaner parcels, free of vegetation, reducing fire spread risks. These efforts underscore the department’s commitment to protecting Patterson and fostering a safer, well-informed community.

Patterson Police Services

Keeps Public Safety on the Forefront

The Patterson Police Services is committed to protecting and serving the community with great effectiveness and dedication. A testament underscored through the department’s recent temporary relocation to 301 S. 1st Street.

The department was temporarily relocated while the new public safety center is built, which is currently in the city’s design phase. This temporary relocation not only enhances public safety by offering a more visible presence on the east side of Highway 33, where no government services are currently located, but is now in a more strategically positioned location to reach all parts of the City efficiently. Once the new public safety center is built, it will further boost the city’s economic growth through increased commercial activity, bringing 30-50 officers and staff to the downtown area.

Though the department is no longer located downtown, the future Public Safety Center will bring a revitalization to the area all while the department continues to protect and serve the community with great effectiveness and dedication.

Del Puerto Health Care District

Community-owned since 1946, the Del Puerto Health Care District (DPHCD), serving Patterson, Westley, Grayson, and Crows Landing, is dedicated to delivering comprehensive medical services and enhancing community health through two entities. With a mission to ensure accessible, high-quality healthcare, the Del Puerto Health Center offers primary care, urgent care, and community health initiatives focused on preventive care and wellness.

Complementing these services, Patterson District Ambulance provides critical emergency medical support with rapid response times and highly trained personnel. The district works to address the diverse health needs of the community, ensuring timely and effective care from routine check-ups to urgent emergencies. Its mission and responsiveness to community needs are overseen by a five-member Board of Directors who are elected by community residents. Del Puerto Health Care District is committed to building a healthier, more resilient community by fostering strong partnerships and utilizing advanced medical technology.
