Pasadena Volunteer Fire Department

PVFD is the largest single-municipality volunteer fire department in the United States and handles calls within the almost 52 square miles of the city of Pasadena. PVFD is part of Channel Industries Mutual Aid organization helping to respond to the numerous petrochemical plants in the region.

Location, location, location! Pasadena is conveniently located with easy access to three major freeways, two airport systems and many large employers in the southeast Texas region. Its proximity to Port Houston and the Houston Ship Channel positions the city for economic growth, yet is removed enough to retain a sense of local community. Pasadena is home to one of the largest nature preserves in the country, as well as miles and miles of beautiful hiking, biking and kayaking trails. It is the perfect place to work, live and play!

Pasadena boasts many exciting year-round events and activities that promote continuous family fun for our residents. Annual events, such as the Pasadena Chamber’s Taste of the Town, which features samplings of food and beverages from local restaurants, the Pasadena Strawberry Festival, and the Pasadena Livestock Show and Rodeo to name a few, offer excitement that can be enjoyed by people of all ages. It is with great pride that I serve as the 2025 Chairman of the Board of the Pasadena Chamber of Commerce. The Chamber represents a historic and vibrant community that I have been honored to work in and serve for over 30 years. It has been my honor and privilege to serve as mayor of this wonderfully diverse and growing city for the past 8 years. Pasadena is a growing industrial business hub; a city large enough to lead the way on innovation and progress, yet strong in our own community identity. With convenient access to our world-class industrial sector and the Bayport Terminal, employment opportunities are always plentiful for our residents.

Billions of dollars in new development are pouring into Pasadena each year, and it is important to make sure that our infrastructure meets the challenge of this unprecedented growth. Our latest Capital Improvement Plan earmarks more than $400 million for infrastructure improvements throughout the city. We have several projects in the works this year that will take our city to the next level as we continue to be a major player in the region, including a Pasadena Boulevard corridor rehabilitation and the long-awaited Pasadena Convention Center upgrade and expansion project.

MAYOR JEFF WAGNER: LEGACY A OF LEADERSHIP AND SERVICE

As Mayor Jeff Wagner approaches the conclusion of his term-limited tenure in 2025, Pasadena reflects on the transformative leadership that has defined his time in office. A retired Houston Police officer, Mayor Wagner brought decades of public safety experience to his role as mayor, equipping him with the discipline, foresight and dedication needed to lead the second-largest city in Harris County.

His commitment to serving the community began with public safety, as he approved multimillion dollar facility upgrades and program improvements for Pasadena’s First Responders. In addition, he has championed unity-building community programs, city-wide economic incentives and unprecedented infrastructure improvements. Since taking office in 2017, partnerships have always been a cornerstone in the Wagner administration, and these relationships have resulted in revitalized streets, enhanced community programs and dramatic improvements in the quality of life for our residents.

A Commitment to Public Safety

Pasadena Police Department

Thanks to a $19 million investment approved over the eight years of this administration, the Pasadena Police Department has undergone a remarkable transformation, ensuring that it remains one of the best-equipped and most efficient law enforcement agencies in the state. One of the most exciting additions has been the brand-new PPD Training Academy, which provides cutting-edge resources for officers as they continue to grow and develop in their careers. Most recently, a state-of-the-art SWAT simulator was added to enhance tactical training, while new body cameras and upgraded safety gear ensure officers are protected as they serve our community.

As Pasadena’s population inches closer to the 200K mark, the Pasadena Police Department is also on track to reach its ideal size, with an expanding force that’s on pace to meet the needs of a city of this magnitude. In fact, the Spring 2025 Cadet class will be the largest in the history of the Pasadena Police Academy. With ancillary programs like the Community Services Division, the Apartment Management PACE program and the Quality of Life Division to address homelessness, the Pasadena Police Department is leading the way in strengthening relationships with residents through Community Policing.

Construction is almost complete on a new Police Annex and Pasadena Outdoor Plaza, a versatile space that will host important community events, such as the annual Christmas Tree Lighting, the traditional Police Officers Memorial Ceremony and National Day of Prayer events. These upgrades and additions will complete Mayor Wagner’s vision for a Pasadena Municipal Center, surrounded by City Hall, the Pasadena Central Library, the Pasadena Police Department Headquarters, and the architecturally stunning Pasadena Municipal Courthouse, which was completed in 2019.

Pasadena Office of Emergency Management

The City of Pasadena’s Office of Emergency Management is widely revered in Texas as one of the top teams in the state, earning a stellar reputation for its preparedness and response capabilities. During the last eight years, Pasadena OEM has successfully navigated safety responses for hurricanes, tornados, industrial emergencies, unprecedented winter storms and the pandemic. The department boasts a state-of-the-art Emergency Operations Center, equipped with cutting-edge technology to coordinate swift and efficient responses to any crisis. Through strategic grant applications and awards, the Pasadena OEM has a fully operational Mobile Command Unit that can be deployed to the site of emergencies, not just within Pasadena, but also to assist neighboring communities like La Porte and Deer Park when needed. To further enhance public safety, Pasadena is investing $1.3 million to upgrade its siren system, doubling the number of sirens strategically placed throughout the city. This commitment to improving emergency communication infrastructure reflects Pasadena’s dedication to safeguarding its residents and maintaining its position as a leader in Emergency Management.

Pasadena Volunteer Fire Department

The Wagner administration’s $25.3 million investment in the Pasadena Volunteer Fire Department has elevated the department to an unprecedented level of excellence, cementing its status as the largest volunteer municipal fire department in the country. Known for its impressive ISO 1 rating — a distinction almost unheard of for a volunteer department — Pasadena’s fire team now has the facilities, equipment, and technology to match its elite standing. This investment includes the construction of three new fire stations, a cutting-edge fire training academy, and the integration of advanced infrared technology that allows firefighters to see heat pockets, providing critical insight when entering burning structures. The funding also included $10 million for nine new fire trucks and engines, ensuring that the department is equipped with the latest, most reliable apparatus to protect the community. These upgrades reflect the Wagner administration’s unwavering commitment to supporting our first responders and ensuring Pasadena remains a model for excellence in fire service.

Infrastructure for the Future

Street Projects

Over $108.2 million has been invested in major street and traffic upgrades in just the last 8 years. Some of the projects include:

•  A $12 million overhaul of Richey Street, in 2019, as part of a partnership with Commissioner Jack Mormon

•  The much-requested rehabilitation of Pasadena Boulevard. Phase 1 of this project is a $16 Million investment with the Pasadena Economic Development Corporation.

•  The Shaw Street District north of Highway 225 revitalized a long-ignored part of Pasadena’s most historic area.

•  $4 Million in traffic light improvements, crosswalks and wheelchair ramps to ensure our pedestrian areas are safe.

•  Each year, Capital Improvement Projects earmark funds for hundreds of side street improvements throughout the city.

Drainage Projects

Making flood mitigation a priority, over $65.3 Million has been invested in drainage improvements over the last several years. Pasadena has not only made this a budget line item, the administration has also worked with the Pasadena EDC, the Texas General Land Office and Harris County to make sure Pasadena’s flood mitigation and drainage systems are upgraded and working smoothly.

Sidewalks

Unlike many larger cities, Pasadena considers neighborhood sidewalks a budgetary line item, and not the complete responsibility of the homeowner. As a result, almost $10 million has been invested on sidewalk improvements around the city. If you totaled up the linear feet of sidewalk repair under the Wagner administration, it would reach from Pasadena all the way to Galveston!

Pasadena Water Systems and Wastewater Systems

While this is not always a visible infrastructure investment, upgrading and maintaining Pasadena’s water systems are imperative. A $47.2 million dollar investment ensures safe drinking water for residents, while another $41.3 million will go to wastewater upgrades for efficient sanitary systems as our population increases and city footprint grows.

Reimagined Parks
and Recreation

Under the leadership of Mayor Jeff Wagner, the City of Pasadena’s parks have undergone a remarkable transformation over the past eight years, highlighting vibrant community spaces that residents can truly be proud of. This need was brought to the forefront during the pandemic, when residents needed places to recharge after county lockdowns. Thanks to key business partnerships and grants, over a dozen parks have seen the addition of new, modern playground equipment, making these spaces more welcoming and enjoyable for families. One of the most exciting additions is the Pasadena EDC-funded Vince Bayou Hike and Bike Trail, which now connects Memorial Park to Burke Crenshaw, offering a beautiful and accessible route for outdoor enthusiasts. For pet lovers, the creation of two new dog parks have been a big hit, with special thanks to the Bayway Group for their help at Holly Bay Park.

At Strawberry Park, the tennis courts have been completely redone, providing a top-tier facility for sports enthusiasts. Big Island Slough now boasts a brand-new kayak launch off Red Bluff, adding another recreational opportunity for water lovers. Burke Crenshaw Park has also seen significant improvements, enhancing its appeal as a community gathering spot. El Jardin Beach Park received an upgrade with safe parking, a new picnic area, and even showers for beachgoers, making it a perfect spot for a day of relaxation. And of course, the Pasadena Municipal Golf Course has been revamped into a place Pasadena can finally be proud of. Looking ahead, the future is even brighter, with plans to complete the Pavilion and expand parking, ensuring that Pasadena’s Golf Course will compete with local country clubs and continue to serve as a vibrant, accessible space for years to come.

Community Relations

The Pasadena Community Relations Department plays a pivotal role in fostering community engagement and improving the quality of life for local residents, and the impact has only grown over the last 8 years. One of our standout initiatives is Team Up to Clean Up, which has assisted nearly 100 homeowners since its inception, helping beautify neighborhoods and improve living conditions for local families. Another major success has been Fill the Bus, a program that has collected enough classroom supplies to fill 21 school buses, benefitting teachers and students across the city. The annual Pasadena Food Drive ushers in the holiday season, collecting thousands of pounds of food to stock local shelters, ensuring they are well-supplied throughout the year. These efforts are just a few examples of how the Pasadena Community Relations Department is a reflection of Mayor Wagner’s administration and our commitment to giving back, making Pasadena a stronger, more connected place to live.

Looking to the Future

One of Mayor Wagner’s final projects is currently under construction and will complete his vision for Pasadena. In a partnership with the Pasadena Economic Development Corporation, a $50 million investment has been made at the Pasadena Convention Center and Municipal Fairgrounds. The upcoming Pasadena Arena and Convention Center will cement Pasadena’s future as a major player in the multipurpose venue category for Southeast Harris County.

One of our core missions as a Chamber is to establish and facilitate valuable connections within our city to meet needs and bridge resources. The Nonprofit Network is a tool designed by our committee of dedicated service professionals on our Nonprofit Network Committee.

In 2024, the Pasadena Chamber of Commerce received membership applications from more than 100 businesses and organizations. Of those 100 businesses, over 50% were brand new businesses or businesses that had moved their headquarters to the city of Pasadena. What does this tell you? Entrepreneurism is on the rise across America. According to the United States Chamber of Commerce, there are roughly 33.2 million small businesses in America, which combined account for 99.9% of all U.S businesses. In 2022, 5.1 million new business applications were filed. The message here is clear: If you’ve ever wanted to be your own boss, 2025 is a great time to build your business!

We have partnerships with agencies throughout the region who offer FREE mentorships, workshops, business plans and more, right at your fingertips. Workforce Development

At the Pasadena Chamber, we consider ourselves the voice for business. After meeting with many members, we discovered a common challenge that our businesses are facing: retaining good employees. We know that good employees are truly the lifeblood of your organization, running every aspect of the business. Their expertise drives your processes, products and productivity. When you value your employees and their contributions, they’ll reward you with loyalty and excellent work. So how do you find & keep these employees?

After learning of these challenges, the Pasadena Chamber launched a workforce development committee, whose vision is to shape the future of Pasadena’s workforce by creating awareness and inspiration for job seekers and for businesses on how to connect with each other. Our first goal was to create an online hub that showcased available jobs, listed by category, across the city and county. This webpage also features internships for students, and resources for job seekers, such as resume help, training opportunities, and much more. Additionally, each April, we host a huge Job Fair at the Pasadena Convention Center where employers can set up a free booth and meet with interested job seekers. We have successfully hosted four job fairs and are looking forward to our fifth Job Fair in April 2025.

From Kindergarten to Career

Pasadena, Texas thrives with excellent educational opportunities through the diverse cultures of the Pasadena Independent School District, San Jacinto College District, University of Houston-Clear Lake and Texas Chiropractic College and their respective nationwide recognition. To accommodate Pasadena’s growing population, public and private schools are expanding, alongside an increase in continuing education programs for adults seeking alternative certifications or specialized skills.

Education is also found through professional development programs, workshops and webinars offered through Pasadena Chamber partners Port Houston, SCORE, Small Business Association (SBA), Small Business Development Center (SBDC), Workforce Solutions, and many more. IMPACT Pasadena, a transformative leadership experience designed to develop Pasadena’s next generation of business and community leaders, has launched its fifth cohort to start out 2025. Focused on economic vitality, social sustainability and community engagement, IMPACT Pasadena brings together rising leaders across all industry sectors embarking on a year-long journey of experiential learning and personal growth.

The Pasadena Independent School District is the 16th largest school district in Texas and is home to more than 50,000 students served through 68 campuses. Pasadena ISD offers innovative and inspiring educational programs recognized throughout our region that begins with full day Pre-K initiatives and continues through high school. When students graduate, many of them carry numerous college credit hours, Associates degrees, industry certifications and clearly defined career pathways. The accomplishments aren’t limited to educational accolades. Through PISD fine arts, athletics and academic programs, students have infinite opportunity to showcase their talents and shine.

Pasadena Chamber members such as the Bob Hope School, Transformation Christian Academy, Faith Christian Academy, First Baptist Christian Academy, Pasadena Classical Academy, and Pueblos Royal Christian School, offer educational experiences for those families seeking alternatives to public schools for children in grade school. Pasadena’s faith-based institutions challenge students to develop and sustain a relationship with Jesus Christ through curriculum that includes bible classes, chapel services and a focus on service to the community and academic excellence.

And, with organizations like Communities in Schools Texas Joint Venture (CIS), that provide high-quality programs during the school day and after school to improve academics, behavior, attendance, promotion and graduation rates. CIS does this by providing homework help, tutoring, enrichment, health and wellness, character education, college and career readiness, family engagement, social services and service learning. We are also blessed to have non-profit organizations such as SUPERGirls SHINE Foundation that provides exposure plus access with tangible opportunities for girls ages 10-17, in underserved and underrepresented communities in STEM, innovation, and leadership initiatives.

Pasadena ISD serves approximately 48,000 students at 68 traditional, alternative and career-centered campuses covering an 85-mile radius. We are currently the 20th largest public school district in Texas and employ more than 8,000, many of whom call the great City of Pasadena home. The UTMB Health Regional Women’s Services & Pediatrics clinic in Pasadena is focused on improving the lives of women and their families through health care, counseling and education. 2024 Business of the Year: Gulf Coast Educators Federal Credit Union

Gulf Coast Educators FCU is a credit union dedicated to serving the financial needs of school employees and their families throughout the state of Texas. GCEFCU offers the same products and services of a big bank, designed specifically for school employees. We provide a broad line of financial services to our members, including free savings and checking accounts, low-rate loans, credit cards, mortgages and more.

Gulf Coast Educators FCU was originally founded in 1948 by 11 Pasadena ISD employees, and was named Pasadena Schools FCU. Over the years, we expanded our field of membership to serve more educators across the greater Houston area. Eventually, the credit union changed its name to Gulf Coast Educators FCU. Today, GCEFCU is open exclusively to all school employees and their families in the state of Texas.

Gulf Coast Educators has proudly served the Pasadena community since 1948, and we look forward to the many more years to come.

INDUSTRY OF THE YEAR

Industry plays a major role in the economic development and growth of Pasadena. Recipients of this award exemplify characteristics of involvement in charitable organizations, community projects and positively impacting the business community. Award winners focus on safety, environmental and quality control standards. This award is announced annually at the Pasadena Chamber of Commerce’s Industrial Appreciation Golf Tournament & Luncheon each spring.

2024 Industry of the Year: OxyChem Pasadena

OxyChem is a leading producer of life-enhancing chemistry with facilities in the United States, Canada and Latin America. Headquartered in Dallas, OxyChem is a wholly owned subsidiary of Oxy, an international energy company. It is among the top three producers in the United States for the PVC, chlor-alkali, chlorinated organic, and other principal products it manufacturers and markets, and is a global leader in the production of polyvinyl chloride (PVC).

OxyChem’s Pasadena PVC plant is one of five OxyChem plants located in the greater Houston area that supports the production of commodity chemicals that elevate quality of life across the globe. We employ 257 employees at our Pasadena PVC plant. Our products form the building blocks for everyday household goods and drive crucial industrial processes. Since 1975, our Pasadena plant has safely and sustainably manufactured polyvinyl chloride used in a broad range of life-enhancing products, including: drinking water treatment and distribution, food packaging, medical equipment, personal protective equipment, automobile parts, and home Building materials.

CITIZEN OF THE YEAR

The Citizen of the Year is the highest award given to one individual annually. The person receiving this award is someone who exhibits a level of dedication and contributions to Pasadena above and beyond the call of duty. This prestigious award is presented at the Chamber’s gala each year.

2024 Citizen of the Year: Linda Wischnewsky

Linda Wischnewsky is the Vice President and Public Relations expert of Bayway Companies.

Linda is no stranger to the Pasadena community, and lives by the mantra that you should give back to the community that has been loyal and supported you. She has passionately served and volunteered for many of our local non-profits including, The Rose, The Bridge Over Troubled Waters, Lighthouse of Hope, Texas Children’s Hospital, Beltway 8 Crisis Pregnancy Center, The Pasadena Chamber of Commerce, and many, many more.

Linda has given back to organizations to further support our next generation including Pasadena ISD and the Pasadena Livestock Show and Rodeo.

Linda has been married to her loving husband Darryl Wischnewsky for 33 years and is the mother of five children, Rebecca, Stefanie, Jonathan, Joshua and Rachel. She is also the proud grandmother to 8 grandchildren.

Non-Profit of the Year

Honoring a Chamber member non-profit organization or church annually, that intentionally invests time and resources in our community and Chamber. The recipient should demonstrate the action required to create awareness around the needs of others and take steps to meet those needs through education, connections and service.

2024 Non-Profit of the Year: The Rose

The Rose Breast Center was founded in 1986 by two pioneering Texas women who met at Bayshore Medical Center in Pasadena – CEO Dorothy Gibbons and Dr. Dixie Melillo. Tired of seeing late-stage breast cancers and watching women die, they were determined to provide a place for comprehensive, quality breast care for all women regardless of their ability to pay.

The pioneering didn’t stop with the founding of The Rose, advocating for policy change that led to insurance coverage for annual screening mammograms, providing breast cancer support groups and creating patient navigation programs are just some of the standards we enjoy today that Dorothy and Dixie advocated for and implemented at The Rose long before they were common practice.

The Rose has stood the test of time. Today it is a thriving, nationally recognized nonprofit organization with top-notch technology, excellent financial management, passionate employees, and a commitment to saving lives. The Rose believed then, what we believe now – no one should die from breast cancer simply because they can’t afford a mammogram.
