Southwest Montgomery County continues to define itself as one of the most vibrant, forward-moving regions in Texas, and it is my privilege to serve as President of the Southwest Montgomery County Chamber of Commerce during such an exciting time. Hello Neighbors,

My name is Charlie Riley and I’m honored to be the County Commissioner for this area, which is Precinct 2 of Montgomery County. I’d like to take this opportunity to share some information about the duties of a Texas County Commissioner.

A County Commissioner is responsible for county roads, bridges and drainage within their precinct and makes policy-making budget decisions. Numbered roads (such as 1488 and 149) do not fall under the Commissioner jurisdiction. They are state roads which are managed by the Texas Department of Transportation (TxDOT). Four Commissioners, elected from a quarter of the county’s population, serve along with the County Judge on the Commissioner’s court.

The Friendship Center Christmas party was held in December at the West Montgomery County Community Development Center. The Friendship Center is one of the many highlights of Precinct 2. Seniors are welcome to gather at the center to share their time with others and participate in activities. GROWING LOCAL STRENGTH

ECONOMIC DEVELOPMENT IN THE CITY OF MAGNOLIA

The City of Magnolia continues to emerge as a dynamic and business-friendly community, with new opportunities taking shape inside the city limits and a renewed focus on supporting the businesses that serve our residents. While regional growth around Magnolia continues, the city’s economic development efforts remain centered on strengthening our local economy, enhancing key corridors, and preserving the unique character that makes Magnolia a remarkable place to live, work, and visit.

A BUSINESS CLIMATE BUILT ON LOCAL SUPPORT

2025 marked the launch of the Magnolia Economic Development Corporation (MEDC) and Magnolia Community Development Corporation (MCDC) Find It Local campaign, a new initiative designed to promote Magnolia’s brick-and-mortar businesses. Whether it’s services, gifts, food, or everyday essentials, the message is simple: you can find it in Magnolia.

Through storefront decals, promotional kits, seasonal campaigns, and social media highlights, the program has helped elevate local businesses and strengthen partnerships between the business community and the city. As Magnolia continues to grow, Find It Local serves as a reminder that our small business owners remain the heart of our economic landscape.

STRATEGIC GROWTH WITHIN THE CITY LIMITS

Several key projects are advancing within Magnolia to ensure the community grows with intention and long-term vision. Ongoing development activity includes enhancements along FM 1488, progress in our east-side businesses at FM 1488 and Spur 149. Magnolia Village will welcome Academy and Magnolia Place will see new restaurants and a Home Depot in 2026. Planning efforts are also underway for the Magnolia Business & Innovation District, a future hub for small business development, training, and entrepreneurship.

These projects are supported by coordinated planning between the Economic Development Corporations, city departments, and the development community. The result is a smoother, more predictable process for businesses looking to invest in Magnolia — and a built environment that protects Magnolia’s hometown feel while expanding commercial opportunity.

REVITALIZING THE HEART OF THE COMMUNITY

Magnolia’s Stroll District remains an anchor for local shops, events, and community gatherings. In 2026, the Magnolia Community Development Corporation will advance new beautification, maintenance, and placemaking activities, positioning The Stroll for a comeback. Improvements to lighting, landscaping, public spaces, and pedestrian comfort continue to shape the district into a welcoming, walkable destination that reflects Magnolia’s character and fosters small-business success.

It is my honor to welcome the Southwest Montgomery County community and to thank you for the trust you place in our Precinct 5 Constable’s Office. For the past 29 years, I have dedicated my career to serving this county – working in every position within the Constable’s Office before being elected Constable in 2020. These decades of experience have given me a deep understanding of our community’s needs, as well as a profound appreciation for the people who call this area home.

One of my strongest commitments is to the safety and well-being of our children. Every student deserves to learn in an environment where they feel secure, supported and protected. Early in my tenure, I helped launch a program that placed a trained police officer on every school campus within Precinct 5. This initiative, now recognized statewide, was built on a simple belief: Proactive safety saves lives, builds confidence and strengthens entire communities.

As our region continues to grow, so does our responsibility to maintain a high standard of public safety. I look forward to continuing my service to work alongside residents, families and local leaders. Together, we ensure that Southwest Montgomery County remains one of the safest and most vibrant places to live, work and learn.

As Fire Chief of the Magnolia Fire Department, it is my honor to introduce our organization to the SWMC Chamber of Commerce community. Magnolia is a community defined by growth, opportunity, and a strong commitment to one another – and our department is proud to play a vital role in supporting that progress.

The Magnolia Fire Department is a combination agency staffed by highly trained career and part-time firefighters, administrative staff and support personnel who share a single mission: To safeguard our community with courage, integrity and compassion, while fostering a culture of safety, excellence and teamwork.

Excellence in Education and Community Engagement

Magnolia ISD exemplifies educational excellence, serving more than 15,500 students across a 150-square-mile area. The district is known for its comprehensive curriculum that supports a wide range of student needs – from advanced academics to career and technical education – along with a strong foundation in early childhood through full-day pre-K and kindergarten programs.

In 2024, MISD achieved a major milestone when it was recognized as a Model Professional Learning Community (PLC) District. This prestigious designation, awarded to only six districts in Texas, reflects MISD’s outstanding commitment to student achievement and continuous improvement.

Empowering Educators and Students

Alexis Cook, a kindergarten teacher at Williams Elementary and a proud Magnolia native, represents the district’s dedication to growing and retaining its own talent. A graduate of Magnolia West High School, Alexis returned to her hometown to inspire the next generation – demonstrating the powerful impact of MISD’s supportive educational environment and strong community roots.

MISD also stands apart as the only public school district in Montgomery County offering the International Baccalaureate (IB) program. This rigorous pathway, available to juniors and seniors, allows students to earn up to 24 college credits and prepares them for competitive universities, including Ivy League schools. Since becoming an IB World School in 2016, Magnolia ISD has delivered a prep-school experience within a public school setting.

Career and Technical Excellence

Magnolia ISD offers a robust Career and Technical Education (CTE) program with 16 pathways, including cosmetology, floral design, HVAC, welding, and automotive technology. The district’s strong FFA and 4-H programs engage students early, culminating in the annual Magnolia ISD Livestock Show, which generates more than $250,000 in scholarships each year. These programs provide students with real-world skills and meaningful opportunities beyond the classroom.

Athletics and Arts Recognition

MISD’s commitment to whole-child education is evident in its successes across athletics and the fine arts.

• In 2023, the Magnolia West Baseball team won its first 5A State Championship.

• In 2024, the team returned to the State Tournament, advancing to the State Semi-Finals.

These accomplishments demonstrate the dedication of MISD coaches and educators. As Head Baseball Coach Travis Earles explains, “‘Community’ in Magnolia means a deep commitment to local engagement – whether through sports, city governance or public events. This dedication is a cornerstone of the district’s philosophy.”

MISD’s excellence extends into the arts as well. The district has earned District of Distinction honors from the Texas Art Education Association (TAEA) for three consecutive years, recognizing an exemplary visual arts curriculum that fosters creativity and supports social-emotional development. In 2024, Magnolia High School Theatre added to the district’s accolades by winning the UIL 5A One-Act Play State Championship.

Fiscal Responsibility

Magnolia ISD’s dedication to transparency and financial stewardship is showcased through its Money Matters project, which helps the community understand public school finance. Through conservative spending practices, early bond payoffs, and balanced budgets, the district has saved taxpayers more than $71 million in interest and principal since 2009. This responsible approach ensures long-term stability and continued investment in academic programs and facilities.

Magnolia ISD continues to set the bar high for academic achievement, community involvement and fiscal responsibility. With a clear focus on preparing students for the future and maintaining community trust, the district remains a strong and dependable pillar within the region.

A Catalyst for Economic Development

Lone Star College System (LSCS) is a powerful example of how community colleges serve as economic development engines. With eight main campuses and multiple centers enrolling nearly 100,000 students each semester, LSCS is a major contributor to local, regional and state economic growth. The college system’s mission of getting students “from where they are to where they want to be” extends far beyond individual transformation – it creates a ripple effect that strengthens the entire Texas economy.

Economic Impact by the Numbers

Lone Star College System’s economic influence becomes clear through comprehensive research conducted by Lightcast, an economic modeling firm. Their analysis reveals that LSCS generates an annual economic influence of $2.7 billion, demonstrating the substantial role community colleges play in regional economic development.

Return on Investment

The return on investment for LSCS stakeholders is remarkable across various categories:

• Students receive $6 in higher future earnings for every dollar invested in their LSCS education, with an annual rate of return of 19.9%

• Texas residents receive $14.30 in return for every dollar invested in LSCS.

• The average LSCS graduate, with an associate degree, experiences an annual earnings increase of $10,700 compared to high school diploma holders working in Texas.

Student Economic Benefits

LSCS students collectively receive significant economic advantages throughout their careers. The present value of increased earnings over their working lives totals $1.9 billion, representing a substantial investment in human capital that benefits both individuals and the broader economy. This earning enhancement translates directly into increased consumer spending, higher tax contributions and improved quality of life for graduates and their families.

Regional Economic Growth

LSCS’s impact extends well beyond individual student success, contributing nearly $3 billion annually to the Houston economy through increased student incomes and enhanced business productivity. This substantial economic injection occurs through multiple channels: Graduates spend their higher incomes in local markets, businesses benefit from a more skilled workforce that drives innovation and efficiency, and the college system itself serves as a major employer and purchaser of goods and services.

State-Level Benefits

The state of Texas receives substantial returns from its investment in LSCS. Over the working lives of current students, the state will receive an estimated present value of $11.1 billion in added state revenue. Additionally, Texas benefits from approximately $182.7 million in present value social savings through reduced crime rates, lower welfare and unemployment assistance costs, and improved health and well-being across the state.

Taxpayer Returns

For the $388.9 million in state and local funding provided to LSCS in fiscal year 2022-23, taxpayers receive compelling returns. The investment generates an estimated present value of $716.3 million in added tax revenue from students’ higher lifetime earnings and increased business output. Public sector savings add another $67.3 million in benefits due to reduced demand for government-funded social services.

Strategic Vision and Mission

LSCS’s economic development success stems from its clear strategic focus, as outlined in its vision and mission statements. The college’s Board of Trustees has adopted a vision that positions the institution to ‘lead higher education in offering high-quality, affordable education while consistently evolving to meet the community’s needs in academic and workforce education.’

The Board also adopted a mission statement that encapsulates the college system’s role as an economic development catalyst, stating, ‘The System provides transformational educational opportunities that help individuals get from where they are to where they want to be.’

By focusing on transformation and mobility, LSCS addresses the fundamental challenge of economic development: Creating pathways for individuals to increase their earning potential while simultaneously building the skilled workforce that businesses need to grow and compete.

Community College as Economic Engine

Lone Star College System exemplifies how America’s 1,200 community colleges function as economic development engines in their communities. Through workforce preparation, skills development and educational advancement, these institutions create a multiplier effect that benefits individuals, businesses and entire regions. LSCS’s model demonstrates that community colleges are not just educational institutions — they are strategic economic development tools that generate substantial returns on public investment.

The college system’s success in equipping and upskilling students while preparing them for meaningful careers creates a virtuous cycle: educated citizens earn more, spend more in their communities, pay more taxes and require fewer social services. This cycle of economic improvement, scaled across nearly 100,000 students annually, represents a powerful force for regional economic development that extends far beyond LSCS’s boundaries and into the fabric of Texas’ economic future.

The 2025 Grand Marshal was the Society of Samaritans. They were selected for their efforts in bringing the community together in providing supplies for the victims of the Texas Hill Country flooding in July 2025.

Neighbors Helping Neighbors for 39 Years

For nearly four decades, Society of Samaritans (SOS) has been a cornerstone of compassion in the Greater Magnolia community. Founded in 1986, SOS exists to serve families and individuals facing financial hardship, food insecurity, crisis situations and unexpected life challenges.

Guided by a mission of Compassion Delivered, Dignity Restored, SOS believes that every neighbor deserves support, hope and a pathway toward stability. Each life touched carries a story of a family staying in their home, a child going to school with confidence, a senior receiving the meals they depend on, a disaster-struck community given hope.

At the heart of SOS is its commitment to meeting essential needs with dignity. Through the SOS CommUnity Market, families access fresh produce, pantry staples, household items and personal care products at no cost. This market-style approach honors choice and restores confidence – allowing clients to select the items their household needs most. With over 59,000 individuals receiving assistance in 2024 alone, it is proven that SOS is a critical safety net for thousands of local families.

SOS also provides financial assistance for rent, utilities and emergency needs, helping prevent homelessness and offering relief during times of crisis. This support extends to veterans, senior citizens, single parents and anyone navigating unexpected hardship. Additionally, SOS distributes school supplies, clothing, holiday meals, hygiene kits and disaster relief resources throughout the year, meeting families where they are and responding quickly when emergencies arise.

The work of SOS is fueled by volunteers – an “army of givers” who donate their time, talents and treasure. Volunteers offer spiritual guidance and prayer, stock shelves, greet families, drive delivery routes, support the SOS Resale Shop and serve at community events. Society of Samaritans remains 96% volunteer driven, with more than 100 individuals and partners serving each day.

SOS is more than a ministry. We are more than a nonprofit. SOS is and will always be a direct reflection of our community. Society of Samaritans is neighbors supporting neighbors, people choosing compassion, and a commitment to leave our community a little better than we found it.

As SOS looks toward the future, the mission remains clear: To meet needs, offer hope, love like Jesus, and build a stronger Magnolia for generations to come.
