Report highlights Livingston County’s ecomonic success and future

With both challenges and opportunities before it, Livingston County’s economic future remains bright and will feature sustained job growth along with an increasingly diverse economy.

So concludes the Livingston County Economic Outlook 2024-2026 report. Released in August and produced by the Economic Development Council of Livingston County, in collaboration with Ann Arbor SPARK and the University of Michigan, the comprehensive document highlights the county’s strong economic performance and offers positive projections for years to come.

“Livingston County’s resilience and sustained growth, even in the face of unprecedented challenges, is truly remarkable,” said Marcia Gebarowski, Ann Arbor SPARK’s Director of Business Development — Livingston County. “This report highlights not only our strong recovery but also the promising future ahead, with projected job growth and continued economic expansion.”

The report notes that Livingston County has been a powerhouse of growth in Southeast Michigan, consistently outperforming state averages.

From 2000-2019, the county’s payroll jobs increased by 31%. At the same time, the population grew by 21%, and Livingston County is now home to more than 192,000 residents. These rising tides fueled an 18% growth in the labor force, solidifying Livingston’s reputation as an attractive place to live and work.

Bouncing Back from Pandemic

Livingston County showed remarkable resilience during the challenges brought on by he COVID-19 pandemic.

From February 2020 to April 2020, about 30,200 residents lost their jobs, and the unemployment rate soared to 22.3%. However, the county rebounded quickly. By the end of 2020, more than 21,000 residents had returned to work, reducing the unemployment rate to 5.9%.

Employment levels fully recovered by March 2023, and by April, the unemployment rate dropped to 2.0%, the lowest in Michigan. Between March 2022 and April 2024, Livingston consistently had one of the lowest unemployment rates in the state.

Economic Expansion Expect to Continue

The report anticipates continued economic expansion for Livingston County. Job growth is expected to exceed pre-pandemic levels by 5.6% by the end of 2026, compared to a 2.9% increase for Michigan. The county’s unemployment rate is projected to remain between 2.5% and 3.0%, underscoring the county’s strong economic foundation.

The report expects growth to continue, particularly in the following sectors:

•  Construction: The sector continues to lead job recovery efforts, with significant growth expected. Blue-collar industries overall are projected to see a 9.7% increase in employment by 2026 compared to 2019 levels.

•  Health and Social Services: Private health care and social services are anticipated to grow significantly, contributing to a 4% increase in higher-educational attainment services jobs by 2026.

•  Professional Services: The county expects healthy growth in professional, scientific, and technical services, enhancing its diverse and dynamic job market.

Wage Growth and Labor Force
Remain Concerns

While generally optimistic in its outlook, the report also highlights areas requiring attention.

Wage growth at jobs located in Livingston County has lagged behind the state average, increasing by only 4.8% from 2000-2023, compared to Michigan’s 11.2%. This slower wage growth is due in part to commuting patterns in Livingston County. Many residents travel back and forth to higher-paying jobs in metro areas outside the county.

The report notes that accommodating continued labor force growth will be essential as the county attracts new residents

and businesses. By 2026, Livingston’s labor force is projected to be 4.8% higher than in 2019.

To address the challenges of wage growth and labor force development, Ann Arbor SPARK is actively supporting local manufacturers through the FAME AMT program. The program serves as a key talent pipeline development initiative. Ann Arbor SPARK also facilitates employer collaborative groups like the Livingston County Manufacturers Collaborative to align workforce needs with emerging opportunities.

The report underscores the importance of attracting higher-paid jobs and fostering growth industries to ensure long-term prosperity. By leveraging its strengths and addressing challenges head-on, Livingston County is well-positioned for continued success.

Long-term Planning Master Plan Underway

Dovetailing with the release of the economic outlook report, Livingston County’s Planning Department is in the process of putting together the 2025 Master Plan.

“This is a long-term planning document that is intended to provide a conceptual layout to guide growth and development into the future,” said Livingston County Administrator, Nathan Burd.

The Planning Department is in the information gathering and analyzing stages of the project, with a goal to have the master plan adopted around June 2025. It’s been hosting well-attended public workshops to gather input from the community.

The Livingston County Economic Outlook 2024-2026 report was researched and written by economists from the University of Michigan’s Research Seminar in Quantitative Economics, including Jacob T. Burton, Gabriel M. Ehrlich, Donald R. Grimes and Michael R. McWilliams, who are recognized national experts and authors.

Health Care

New Trinity Health Livingston set to open in 2026

While construction remains underway for the new Trinity Health Livingston Hospital, hospital officials remind the public that the legacy campus at 620 Byron Road, Howell, remains fully open, including the 24/7 emergency department.

“We are really excited by the construction progress being made at our new state-of-the-art replacement hospital,” said John O’Malley, president of Trinity Health Livingston and Trinity Health Medical Center - Brighton. “Until the replacement hospital opens in 2026 – at which time we will safely transfer all medical and surgical services to the new location – our Howell hospital will be fully functional, delivering the same level of care that the community is accustomed to.”

Dedicated efforts are being made every day to steadily progress toward the completion of the 174,000-square-foot building, which is located on the campus of Trinity Health Medical Center – Brighton.

In 2022, Trinity Health’s Board of Directors unanimously approved constructing the new facility with a budget of $238.2 million, $5 million of which would come from philanthropic giving.

The new hospital will hold 56 acuity adaptable beds, 18 existing short stay unit beds and eight licensed operating rooms. The construction budget also includes renovations for portions of the existing Trinity Health Medical Center – Brighton.

The new hospital was designed to accommodate the most advanced medical equipment and attract leading medical professionals, ensuring the highest quality care close to home for generations to come. It is also being built with growth in mind, with dedicated shell space that can be adapted to accommodate new medical services as the community’s needs evolve.

Legacy Hospital
Remains Open

As for the legacy hospital, in May, Trinity Health Michigan signed a purchase agreement with Catholic Healthcare International (CHI). The legacy hospital — which, again, will remain open until the new facility opens in 2026 — opened in 1958 as The McPherson Community Health Center.

Terms of that agreement will remain confidential pending completion of the sale in the summer of 2026. The purchase agreement includes ownership transfer of the hospital building, as well as the nearly 23-acre parcel of land on which the hospital is built, to CHI.

The sale also includes an agreement in which Trinity Health Michigan will rent a small space from CHI within the facility where it will continue to offer yet-to-be-determined medical services to the Howell community.

Fundraising
Campaign Underway

Given all the above, Trinity Health Livingston continues to fundraise for the new hospital with its “Forging our Future” campaign. The goal of raising $5 million through philanthropic giving remains ongoing, and local businesses can get involved through naming opportunities for hospital departments, key spaces, patient rooms or even the entire hospital.

“This campaign highlights Trinity Health’s unwavering commitment to providing exceptional health care to residents of Livingston County,” said Douglas Ferrick, regional vice president of philanthropy at Trinity Health – Southeast Michigan. “The community in Livingston has a strong history of supporting our healing mission. Contributing to this cause presents a special opportunity to directly influence the health and well-being of friends, family and neighbors, many of whom will one day require hospital services.”

Real Estate Outlook

Howell offers a ‘sense of place’ for residents, businesses

Carol Griffith, Realtor and co-owner of Griffith Realty, says Howell – Livingston County’s county seat – is a great place to call home.

“It’s a seller’s market, but buyers find the Howell community to be highly sought-after,” she said.

Griffith’s insight comes from being a lifelong Livingston County resident and third generation Realtor/broker at her family’s real estate company, which her grandfather established – Crandall Realty, now Griffith Realty, which is celebrating 100 years this year.

Livingston County boasts quality schools, libraries, acclaimed Cleary University, world-renowned hospitals, easy freeway access for commuters to major cities, the Livingston County Airport, fine dining and shopping.

The county, and especially Howell, has an abundance of arts and cultural events including the Michigan Challenge Balloonfest, Melon Festival and the Fantasy of Lights Parade. The historic Howell Courthouse yard is the gathering place for outdoor summer concerts.

“It’s no surprise that Howell was the winner of “Best Main Street” by USA Today,” Griffith said.

Additionally, Howell is surrounded by 30,000 acres of recreational space and parks and more than 150 lakes.

Griffith maintains that a “sense of place” is essential for quality of life and to attract and retain residents and businesses.

“Place-making is about creating unique public spaces that are multi-functioning where people want to live, work and play. Howell is exemplary for placemaking,” Griffith said.

Griffith, a past Livingston County Commissioner, proudly said that Livingston County has the lowest tax basis among Michigan’s 83 counties and a balanced fiscal budget.

“There is no denying that a collaborative effort with the Chamber of Commerce, local government, community volunteers, nonprofits and businesses that our community is considered unique,” Griffith said.

Another attraction to Howell is its varied housing stock. Lake homes, cottages, historical homes, farms, condominiums, rentals and new construction indicate that diverse housing is important to the local economy.

Residential Home Sale Prices Rising

Given the historically low inventory of homes offered for sale in the county, the average residential home sale price is nearly $450,000 as of June 2024. This is a 6% increase over the same month in 2023.

Griffith said that interest rates and low inventory have a direct correlation to the home sales, not just in Livingston County but nationwide. Those homeowners with low interest rates are not as motivated to sell. Those selling have specific reasons to do so: Employment-related, downsizing and/or transitioning to another type of housing.

Griffith said that according to the National Association of Realtors, about 1.3 million homes are needed to keep up with the formation of population growth.

New construction prices have increased due to what Griffith refers to as the 3 “L’s”’: The cost of labor, lumber and loans. Governmental regulations and permitting add to the building costs.

To address this, the Livingston County Building Department has taken the state lead in reducing some of the building fees, Griffith said.

As a past president of Michigan Realtors, Griffith knows homeownership is vital to thriving communities. Studies indicate that those who own homes stay rooted and are more likely to participate in the educational system, volunteer in the community, participate in places of worship and take care of their investment.

“This all equates to taking an active role in building sustainable communities which makes Livingston County a great place to call home,” Griffith said.

Nonprofit Assists with Affordable Housing

Working to address housing issues in Howell and Livingston County, Community Catalysts supports seniors, veterans, homeless and other low income people by funding and developing quality affordable housing and services.

The organization works with low income residents, many of whom want to buy a home for the first time, Community Catalysts Executive Director and President, Eileen Zilch said. And the nonprofit works with landlords on placing people in need of affordable places to stay.

“Be it owning a home or renting a place, it’s very, very difficult to find affordable housing in Livingston County, which has the highest median income in Michigan,” Zilch said. “As market values and rents continue to rise, so do demands for Community Catalysts’ services.”

Zilch noted that the organization started in 2017 and has been involved in several projects across Michigan. In 2020, Community Catalysts formed an offshoot, the Community Catalysts Development Company.

The company’s purpose is to develop affordable and attainable housing, Zilch said. Its projects have included rehabbing a house in downtown Howell that’s now used for its office. That building also holds two rental units.

The CCDC then bought a second downtown property which serves as a recovery house for women.

The company also transformed a dilapidated Howell building into Bethel Suites. The property provides 14 units of extended stay or transitional housing that range from a motel-style room with a bathroom to apartment-style living. Bethel Suites serves people who need a safe and affordable place to land, be that for a week or several months, until an affordable apartment becomes available.

Tenants have included people going through divorces and others who are battling cancer, Zilch said.

“These are people’s moms, daughters, friends and families who have hit a speed bump in life,” Zilch said. “We could have two or three times as many units and not meet the demand there is for this type of housing.”

Community Catalysts and other Howell organizations have also formed Housing Catalyst, a grassroots coalition bringing the community together to focus on the area’s housing needs, Zilch said. The group has grown to have 60 members across the spectrum of government agencies, businesses and nonprofits invested in the economic development of Livingston County.

Toward that goal, Community Catalysts planned to launch a pilot program in September, building 20 homes, each costing around $225,000 to construct. It will sell the homes to qualifying individuals at $75,000 under building costs, with measures in place so the new owners can’t flip the properties but live in them and become part of life in Howell and Livingston County.

“We want all levels of income to be able to afford to live here,” Zilch said.

Education

Work under way on new state-of-the-way elementary schools, community center

Last fall, voters overwhelmingly approved Howell Public Schools’ $258 million Our Kids, Our Community, Our Future Bond Proposal, paving the way for work that includes replacing Northwest and Southwest elementary schools, extensive renovations at Highlander Way Middle School and a new community center.

“These projects will create modern learning environments that will help ensure that we are developing future-ready students,” said HPS Director of Communications Thomas Gould.

Howell Public Schools Superintendent Erin J. MacGregor said the state-of-the-art community center will include a variety of features to support fitness, athletic, recreational and social activities.

The community center will have an indoor walking/running track to provide a safe and comfortable environment for all fitness levels, walking and competition. The center will also feature an indoor turf field for various sports such as soccer and football and for other athletic activities. In addition, the building will also hold court space for a variety of activities, including basketball, volleyball and pickleball. And it will have spacious, flexible multi-purpose rooms available for meetings, banquets, practices and community gatherings.

“The Community Center will be open to the public, offering a space for everyone in our community,” MacGregor said.

Teams Create Visions for Schools

As for the three school projects, teams of teachers, support staff and parents from each building have been working with the district’s architectural firm to create a vision for the two new elementary schools and renovated Highlander Way.

The teams gathered insights into modern educational design and its impact on learning environments through extensive site visits to newly constructed educational facilities.

A school community meeting was also held at Northwest and Southwest to gather input from families about their wants and desires for the new elementary schools. Both elementary schools are almost 70 years old.

The replacement schools will feature key design elements that prioritize student safety and a welcoming environment. These include abundant natural light, secure entryways and flexible spaces for both collaborative and small-group activities. Many of these elements will also be incorporated into the renovated Highlander Way, further enhancing its appeal.

Construction of the replacement elementary schools is expected to begin in April 2025, and work at Highlander Way should start in June 2025.

“Our goal is to create spaces that are not only safe and secure but also conducive to the dynamic and interactive learning that our children deserve,” MacGregor said.

More Improvement Projects

Toward the goals of the referendum, in spring, the Board of Education approved the sale of $15 million in bonds. This initial funding is earmarked for several projects.

In addition to design and site work for the three schools, this funding source will pay for or help pay for new school buses, the replacement of the 15-year-old field turf at the Parker Middle School and relocation of youth baseball fields from the Northwest Elementary property to Three Fires Elementary.

Work began in June on relocating the fields. The $1,794,263 construction project will build nine ball fields and update two existing fields on the Three Fires property.

Annual Howell-Area Events

Bring the community together throughout the year

From balloons filling the sky to a farmers market set in a historic downtown, the Howell area offers a variety of events for locals and visitors.

“All of the events are enriching for the community and provide a quality of life for the community,” said Janelle Smith, President of the Howell Area Chamber of Commerce. “They help put Livingston County on the map, bringing people into Howell [and the county], driving economic development in our area.”

Smith describes a recent conversation with an individual who said attending the Festival of Lights Parade 30 years ago, led to the family relocating to Howell.

“We want to make experiences something to remember, so people will come back to visit, shop and eat in our restaurants and downtown,” Smith said.

Michigan Challenge Balloonfest

For the past 40 years (with the exception of 2020 due to COVID-19), an idea generated by a local pilot, the president of the chamber of commerce and a group of local businesses owners has continued to flourish in Howell during the Michigan Challenge Balloonfest.

Now sponsored by the Howell Area Chamber of Commerce and hosted on the grounds of Howell High School, the event has grown to become an annual tradition within the community. Smith said people travel from all over to compete in Howell during the last full weekend in June.

“We have a lot of local pilots, but this pulls in pilots from all over the United States,” Smith said. “It’s a great opportunity to showcase Howell.”

The three-day festival includes a mix of morning and evening balloon launches. While the launches starting Friday evening to Sunday morning are for points, the evening launch on Sunday is considered just a fun flight.

During the evening flights, pilots take off from the school. For the morning launches, pilots take off at a designated area and “fly-in” to the festival grounds.

Beyond balloons, Smith said, the event includes a mixture of moving parts such as an arts festival, open air market, live music, a food court, carnival, skydiving teams, magic shows and a family fun zone.

In fact, Smith describes it as a community-wide party which benefits the entire region.

“It’s a huge economic driver for Livingston County,” she said. “It’s a great way to showcase all the things we offer here.”

Daily admission is $5 per person (cash only) or a weekend wristband is $10 per person. Children 3 and under are free. Carnival rides are an additional fee.

A mobile app is available for a “greener, cleaner and more efficient” paperless system for guests. It includes mapping, food vendor lists, open air marketplace listings, up-to-date entertainment and push notifications for launch times.

Fantasy of Lights

As a way to kick off the holiday shopping season, chamber officials host the annual Fantasy of Lights on the Friday following Thanksgiving.

Taking place in downtown Howell, the event includes a multitude of floats, each lit with a minimum of 5,000 holiday lights.

In the hours leading up to the parade, downtown boasts a festive holiday atmosphere for all ages to enjoy complete with live entertainment, letter-writing to Santa station, children’s craft activities, delectable food truck options, and even a chance to meet live reindeer.

Smith said it’s designed to support shopping downtown, in order to strengthen small businesses, as more than 35,000 people attend the holiday extravaganza.

“It’s a very heartwarming community tradition,” she said.

In the evening, the Fantasy 5K Run and one mile walk gives runners of all ages a chance to dress up in crazy and elaborate holiday attire. Participants are encouraged to wear holiday apparel, costumes and lights to race along the parade route.

The parade then kicks off at 7 p.m., giving attendees a chance to watch the lighted floats all while sipping on their favorite holiday beverage.

Sunday Farmers’ Market

From the first Sunday in May to the last in October, patrons have a chance to purchase locally produced items at Howell’s Sunday Farmers’ Market.

Sponsored by the chamber, the market takes place from 9 a.m.-2 p.m., on State Street in downtown Howell, throughout the six-month season.

Smith said market officials strive to feature locally grown produce, bedding plants and flowers, as well as homemade goods and crafts made by artisans and crafters.

The vendors are set up against the backdrop of the historical Livingston County Courthouse in downtown Howell, which is listed on the National Register of Historic Places.
