On behalf of the Clarence Chamber of Commerce Board of Directors and myself we would like to welcome you to our town. Clarence is an outstanding place to live, work, and grow a business. Whether you’re visiting for the day, looking for a new place to call home, or you’re already a resident of our thriving community, Clarence is a quaint little town with a big heart and plenty of opportunities. Our rich history dates back to 1808.

It is an exciting time to be a member of the Clarence Chamber of Commerce. We are always creating new networking and promotional opportunities to help our member businesses grow and succeed, including space to advertise on the Chamber website, business referrals, monthly networking opportunities, and continuing education. Other great events that allow our member businesses to gain visibility include the Annual Awards Dinner, Taste of Clarence, Golf Outing and our Bring on the Big Truck Event.

We continue to partner with local government and other organizations to pursue improvements in the overall quality of life for the town, particularly in the areas of economic development, community development, workforce development and education. Our success in achieving our mission and purpose is due to a collaborative effort from the Chamber Board of Directors, Town of Clarence, Chamber members, and area professionals.

I would be remiss not to properly thank all of our town employees, volunteer firefighters, EMS workers, local police departments and all those that went above and beyond to help Clarence residents during our Christmas day snowstorm. The response shown is a true indication of what kind of people live and work in our community. Many people were willing to lend a hand to help their neighbors and we saw volunteer firemen rescuing those in need and snowplow drivers working around the clock to keep our town streets as safe as possible. With sincere gratitude, we thank each and every Town of Clarence resident for their willingness to put themselves out there to help others. I am sure the stories, and memories of this storm will live on for many years to come.

Clarence, New York, is one of the most desirable places to live in the region due to the combination of our economic strength and residents that work hard to keep our town historic, robust, dynamic and beautiful.

Coincidentally, the Clarence Chamber of Commerce seems to have a little touch in all of these things that makes Clarence great.

The diversity of businesses in Clarence has a unique variety in Western New York. On the western border of our town lies Transit Road, with bustling retail plazas covering almost our entire border.

We are getting closer and closer to the birth of the Eastern Hills Town Living Center, especially with the plans that were unveiled by Uniland Development and Mountain Development in December 2019. This Life Style Center is the future for the town both economically and socially. The most valuable address in Clarence, its future is important for both the Town and the Clarence School system.

While this major project unfolds, we also have great commercial areas throughout the rest of the town. Clarence Center is filled with history, and outstanding small shops and restaurants, while our Main Street continues to see development of new businesses, major road cleanup, and evolvement of our famous Clarence Hollow.

With the robust businesses on our main roads, we also have incredible green space around the beautiful farms throughout our town. In addition to the economic benefits for our community, they bring a beauty and quaintness that our town will forever cherish.

As the Town Supervisor, my wish is for the residents to appreciate and experience all that Clarence has to offer. There are numerous businesses and special events throughout the year which are sponsored by either the Town or various organizations such as the Chamber. There is always something to do and people to see. Thank you for supporting the business community in our town and thank you for being involved with the Clarence Chamber of Commerce.

Business and Industry

Uniland Development

The applicant is proposing the redevelopment of the Eastern Hills Mall to a mixed-use town center development. The project is expected to occur over a 20-year period and at full buildout, contain the following: 1,222,750 sqft commercial space, and 879 1,435 residential units. Three phases are proposed, with phase 1 estimated to contain the following: 516,375 sq ft retail/commercial, 92,250 sq ft restaurant, 58,000 sqft hotel, 352,700 sqft office, 62,200 sqft entertainment, 21,475 sq ft fitness, 87 multi-family residential units.

Bevilacqua Development

The applicant is proposing a mixed-use project featuring commercial space, multiple-family housing and residential single-family lots on Transit Road, north of Miles Road. The layout of the proposal consists of the following:

•   Four commercial outparcels fronting Transit Road.

•   Two 3-story mixed use buildings featuring a total of 46,200 sqft commercial located on floor one, and 62 apartments on floors two and three.

•   One 3-story 28-unit apartment building.

•   Nine 2-story 4-unit apartment buildings.

•   Open Space Subdivision containing 12 single-family residential lots, and one quad-unit building.

Bliss Construction

The applicant is proposing a mixed-use project containing commercial space and multiple-family housing On Transit Road, south of Highland Farms. The layout of the proposal consists of the following:

•   One 3-story mixed use building containing 22,810 sqft of commercial space on the 1st floor, and 60 total apartments on the 1st through 3rd floors.

•   Six 4-unit multi-family buildings containing a total of 24 apartments.

•   Several detached garage structures, each containing numerous garage bays.

•   Associated facility parking, pool area, pool house, dog park, etc.

Harris Hill Commons Sheridan Drive Mixed-Use

The applicant is constructing a mixed-use project on Sheridan Drive, west of Harris Hill Road, consisting of the following:

•   8 mixed use buildings, each with 3,100 sq ft first floor commercial space and 3 second story apartments.

•   18 two-unit townhouse buildings

•   2 four-unit townhouse buildings

•   3 four-unit duplex buildings

This results in a total of 80 residential units and 24,800 sqft of commercial space.

RSA Development

The applicant is proposing a mixed-use project containing a 2-story mixed-use building (5,200 sqft commercial space, 11 apartments) fronting Main Street, 10 units of 2-story townhouses with attached garages on the rear portion of the site and a 1,800 sqft commercial retail building on the west side of the property at the corner of Main Street and Winding Lane.

Paul Santora – 1927 Brew House

The applicant is rehabilitating and expanding a former preschool building to be converted into a restaurant & brewery at 6260 Goodrich Road.

Rane Property Management

The applicant is demolishing the old Bitterman’s Automotive complex at the corner of Transit Road and Wolcott Road and constructing a mixed-use project consisting of the following:

•   Approximately 5,500 sqft commercial space

•   16 multi-family residential units (5 in mixed-use building, 11 in townhouse buildings)

•   8-car garage building

•   6 storage buildings

Stephen Development

The applicant is proposing an industrial business park and commercial solar farm as an extension of Research Parkway off of Wehrle Drive. The industrial business park is proposed to contain 11 sublots. 9 sublots are industrial building lots, while 2 sublots are reserved for the solar farm of approximately 10 megawatts on 50.7 acres. Of the 9 industrial building lots totaling 52.8 acres, one sublot is currently proposed to contain the 50,000 sqft Dimar light manufacturing and office facility.

Mister Sizzles

The applicant is proposing the rehabilitation and expansion of the former bank building to be converted into a restaurant at the corner of Transit Road and Old Post West.

Royal Car Wash

The applicant is demolishing the funeral home facility and constructing a drive through car wash at 6685 Transit Road. The proposed car wash building is approximately 4,096 sqft, featuring brick walls and a peaked asphalt shingle roof.

Vision Sheridan Drive

Sections of Sheridan Drive (Transit Rd. to Main St.) and Harris Hill Road (Sheridan Dr. to Greiner Rd.) have been selected by the Town of Clarence and Clarence IDA to be studied and analyzed through a team of carefully selected individuals, including the design professional consultants of Wendel to create a comprehensive plan for the corridor. These two corridors have been identified as important aspects that contribute to the economic viability of the Sheridan Drive Corridor. While there may be different approaches for each of the corridors, in general the plan, and thereby the committee will be looking at this with the following goals in mind:

•   Define a place where people will be motives to slow down, take notice and explore

•   Develop the thoroughfares in a way that promotes economic development

•   Maintain harmony between a mix of uses which include residential, commercial (retail and office), open space and cultural institutions.

•   Sheridan drive corridor to serve as a secondary “Main Street” for the Town, while maintaining its own identity and character

•   Harris Hill corridor to serve as a transitional area between residential and businesses, creating depth and interest in the Sheridan Drive corridor

•   Promote multi-modal transportation, neighborhood integration, and connective access

These goals will provide the foundation of the plan for the improvement of the subject sections of Sheridan Drive and Harris Hill Road. Working with Wendel, a Steering Committee consisting of local officials and other stakeholders will guide the development of the Plan which will include community involvement at various levels. Using a professional, community-driven design approach, a framework will be developed to create walkable destinations for adjacent neighborhoods, create slow zone areas for pedestrian-scale streetscape improvements, and identify and enhance various nodes within the corridor.

Zoning Code Update

The Town of Clarence has hired Clark Patterson Lee (CPL) to update the Code of the Town of Clarence, ensuring compatibility with the Town’s Comprehensive Plan, Clarence 2030.

The CPL Team will review the current land use codes, including zoning and other related chapters, to become familiar with the current format and content. They will also collect and review any existing documentation to provide a background for the rewrite effort. The Team will include outreach to ensure that there is a comprehensive understanding of the code and its issues. Finally, CPL will synthesize the feedback into a succinct Analysis and Findings Report.

Building on that effort, the Town will carry out key updates needed to establish a solid regulatory foundation. The goal priorities outlined below:

•   Improve efficacy of land use and development procedures and processes for Town staff, boards/committees/commissions, applicants, and developers to easily navigate and understand what is expected at each step.

•   Address future formatting needs and ensure that any subsequent amendments are easily incorporated, categorized, and referenced. This may result in overall renumbering and restructuring of the zoning code and include revamped or new tables to simplify regulations or text.

•  Improve readability and functionality for users. There are areas of code that can be foreign to planners and code enforcement, making it difficult or overwhelming to administer; this makes it even more difficult for users to understand expectations and requirements as well.

•   Strengthen architectural and site development standards to ensure the construction of high-quality and distinctive developments in line with existing community planning documents. New construction should enhance the sense of place and the natural charm of Clarence, not detract from it.

•   Review and update zoning districts to reflect the Comprehensive Plan and other planning documents that provide community-supported direction on desired land uses.

•   Ensure that regulatory protection is in place for those rural/agricultural areas that the Town wishes to conserve as well as historical elements that should be preserved.

Health and Wellness for the Mind, Body, and Spirit in Clarence

Clarence NY offers plenty of opportunities for anyone who wants to keep active around town. Swimming, walking, running, competitive sports, and a ton of fitness and wellness classes for anyone who wants to refine their physical, mental, and even spiritual well being. The eclectic group of classes and activities are designed for people of all ages because active residents make for a healthy and happy town.

Education is Preparation

The Clarence Central School District and the Clarence Community Education Program offers a variety of continuing learning opportunities to members of the community. Through the Community Education brochure/material entitled “The Journey”, you will find classes on everything from preparation for the SAT exam, to skills, drills and rules of girls’ basketball, to a spiritual journey to Hawaii and more. Hit the Ground Running

When you’ve done the inner work – or if you want to skip that part and “touch grass” as they say – Clarence offers 18 miles of trails for you to wander. They’re perfect for walking, biking, running, roller blading, and cross-country skiing, depending on the time of year. This trail system runs throughout the neighborhood, allowing residents to access the town’s parks, shopping centers, and business districts from the suburban residential areas. Snowmobilers can enjoy the Peanut Line Trail, and the West Shore Trail/Newstead-Akron Bike Path.

The Trails

• Peanut Line: 6.1 miles – accesses both Meadowlakes Park and Memorial Park

• West Shore Line: 4.1 miles, with an additional 1.5 miles planned – runs from Wehrle Drive to Newstead Town Line and through Clarence Town Park and to Clarence Farmers Market

• Spaulding Green Trail: 9 miles, with an additional 2.6 miles planned – throughout Spaulding Green Subdivision

• Waterford Trail: 1.2 miles – off of the Peanut Line Trail, runs from Heise Road to Roll

• Northwood’s Trail: 1.1 miles are planned – will be throughout Northwood Subdivision between Roll Road and Greiner Road. This trail will link two existing trail systems to create over 20 miles of connected trails throughout three municipalities. When completed the trail will connect local parks, recreational areas, commercial areas, schools and historic destinations.

• Wehrle Drive Bike Path Extension - The Town of Clarence is currently in the design phase of the Wehrle Drive Pedestrian Access Project. The project involves the creation of pedestrian connections between the Westshore Trailhead, Sunset Park, and adjacent neighborhoods.

Cool Off in the Pool

Clarence’s pool is for people who want to unwind after a run on the trails, ramp up their workout by swimming laps or taking a water aerobics class, or anyone who wants to make a splash for any reason. The pool is open from 11:30 AM to 5:30 PM from Monday to Friday, and from noon until 5:30 on Saturday from late-June until mid-August.

A Walk in the Park

Town parks are open mid-May through mid-October. Hours for the park are 7:30 a.m. to 11 p.m. and pavilion hours are 8 a.m. to 11 p.m., seven days a week. Pavilions may be reserved by calling the Town Clerk’s Office at 716-741-8938. Reservations for the Legion Hall, Club House and Nature Center can also be made through the Clerk’s Office.

Senior Recreation Opportunities

Adults age 55 and over can take advantage of the services at the Clarence Senior Center. The center offers a variety of activities aimed at helping older adults remain independent, active, and engaged with the community. In addition to an exercise program, the center offers a sewing group, craft and hobby classes, bocce, billiards, bocce, and card games. The center also hosts day trips throughout the region and beyond. The schedule is posted at clarenceseniorcenter.org.

When asked to describe what makes Clarence unique, a longtime Red Devil educator replied, “Going through the Clarence Central School District will change your path in life.” Pressed to explain her belief in more detail, the individual highlighted what is possible when students, staff, and parents all work in partnership with one another.

Home to more than 4,000 students as well as over 700 full or part-time employees, Clarence has long been regarded as one of the highest achieving school districts in Western New York. Offering more than 20 Advanced Placement courses, specialized graduation pathways, and a range of athletic and co-curricular offerings, the District provides the opportunities students need to uncover their passion.

Prepared for continued success after graduation, close to 95% of Clarence students choose to attend either two- or four-year colleges. Gaining admission to some of the finest universities in the nation, graduates leave Clarence with the confidence and expertise needed to excel on whatever path they choose to follow.

The Academy of Business and Finance

The Clarence High School Academy of Business and Finance is an interdisciplinary career academy with a curriculum designed for students to explore the workplace and world of business. Students receive a theme-based curriculum along with a unique work-based learning curriculum. Extended work-based learning opportunities are provided through partnerships with local businesses. The program is affiliated with a national program which offers students with successful completion of the program a national certificate.

All Academy of Business and Finance students participate in internships with area businesses. In addition to earning valuable real-world experience and community engagement, internships can serve as a distinguishing attribute on a college application. Clarence Family Support Center

The Clarence Family Support Center is a partnership between families, schools, and community-based agencies to serve the residents of the Clarence Central School District. Our goal is to enhance families’ physical, mental, and emotional health by providing support, referrals, and linkages to area services.

HISTORY

A Brief History of Clarence

The history of Clarence began long before humans first lived in Western New York. 12,000 years ago, at the end of the last Ice Age, the Wisconsin Glacier shaped the land in ways that impacted settlement patterns.

The land first belonged to the Native Americans, who used the flint in the Onondaga Escarpment to fashion tools. The Haudenosaunee (Iroquois) people called the place, Ta-Num-No-Ga-O, or the “place full of Hickory bark,” because of the Shag-Bark Hickory trees found in the northern part of town.

The name most commonly associated with the early history of Clarence is Asa Ransom. Accepting an offer from Joseph Ellicott, chief land agent for the Holland Land Company, Ransom opened a tavern in Clarence Hollow around 1798. In addition to the tavern, Ransom also built a sawmill and a grist mill to support the growing settlement, which was called Pine Grove at that time! In 1807, Asa Harris built a tavern on the west side of town on a low rise which became known as Harris Hill. New England immigrants settled between the Ransom and Harris Taverns and built numerous low stone walls, many of which remain today.

In 1808, political boundaries were redrawn in Albany, and Clarence became one of three towns in Niagara County. At the time, Clarence incorporated all of the modern towns across north Erie County!

David Van Tine was the first settler in the hamlet of Clarence Center, arriving in 1829. He opened a store at the “Four Corners.” For the next eighteen years, this growing settlement would be known as “Van Tine’s Corners.” When the first post office was established in 1847, the name was changed to Clarence Centre (using the European spelling of Center until 1894).

In the 1830s, a new wave of immigrants impacted the town. Pennsylvania-Dutch Germans settled in the area of Clarence Center. They built distinctive “bank barns,” and a few still remain throughout the town.

In the 1850s, the Canandaigua-Niagara Falls Railroad was built through Clarence and provided residents a link to the region’s growing economy. It became known as the “Peanut Line,” when it was added to the New York Central Railroad. A second line, the West Shore, crossed the southern part of town.

From a tiny settlement in the wilderness of Western New York, Clarence has grown to a community of over 30,000 today. The town has been home to historic events and world-renown inventors, veterans and first responders. The town’s history continues to be a source of pride and inspiration for our community.
