Congratulations to the Arcadia Chamber of Commerce, now celebrating 104 years as a part of the City of Arcadia. The City of Arcadia, in partnership with the entrepreneurial community, prides itself as being a premier business location in the San Gabriel Valley region. The city has focused on attracting, expanding, and keeping businesses local through streamlined permitting, same-day service, and helpful collaboration, making Arcadia one of the best cities to do business in. For decades, Arcadia has built a premier reputation for providing ‘Above and Beyond’ service, helping spur business development and economic growth throughout the community.

Within our borders are numerous retail and service establishments, including the world-famous Santa Anita Park and the outstanding Shops at Santa Anita. Arcadia contains an eclectic mix of restaurants, entertainment, and superior medical services, with the addition of USC Arcadia Hospital in 2022. To encourage business growth and to assist new business development, the city offers a concierge-style Business Assistance Program that supports the customized needs of current and prospective business owners and operators in Arcadia. Welcome to Arcadia

The City of Arcadia is a place rich in history and scenic beauty, founded by one of the greatest pioneers in history, Elias J. “Lucky” Baldwin. Already a success when he came to California, when he arrived in the Arcadia area, he is said to have exclaimed, “By Gads! This is Paradise!” Arcadia means ‘a region of simple pleasure and quiet’, according to Webster’s, and this must have been Baldwin’s idea of paradise. Arcadia still does not disappoint.

Here are some historical tidbits about our great city:

Rancho Santa Anita land, which eventually became Arcadia, was originally owned by Hugo Reid, a Scottish immigrant and staunch critic of the Franciscan missionaries.

Rancho Santa Anita changed hands several times before it was bought by Elias “Lucky” Baldwin in 1875; it is said Baldwin named his daughter Anita after the Rancho.

The famed Queen Anne Cottage was built in 1885-86 for Baldwin’s third wife, Lillie Bennett, daughter of the Cottage’s architect, Albert A. Bennett.

The grand Oakwood Hotel was built in 1889, located at St. Joseph and First Ave.

Arcadia was incorporated as a city in 1903; Baldwin was its first mayor.

First Avenue Middle School opened in 1907, becoming Arcadia’s first permanent school.

Baldwin’s original racetrack opened in 1907 but closed in 1909 after a ban on horse racing; the original track burned down in 1912.

Lucky Baldwin died on March 1, 1909; his daughter Anita inherited his estate, along with his fortune.

Arcadia showcased its first float in the Rose Parade in 1915, entitled "The Dove of Peace."

Arcadia was home to Ross Field Balloon School during WWI, from 1918 to 1919, at the corner of Huntington Dr. and Santa Anita Ave., where the US Army Air Services trained troops in balloon handling, aerial photography, map-making, surveillance of ground fire, ground tactics and panoramic perspectives.

Anita Baldwin founded the Anita M. Baldwin Hospital for Babies in 1920, now the Eisner Pediatric and Family Medical Center in Los Angeles.

Arcadia Chamber of Commerce formed September 19, 1921.

Santa Anita Park opened on Christmas Day in 1934.

Philanthropist, composer, writer,
animal-lover and more, Anita Baldwin died of a heart attack at age 65 on October 25, 1939.

Baldwin Ranch land deeded to State of California to form the LA Arboretum in 1947 after Dr. Samuel Ayres was inspired to create an arboretum in the Los Angeles area following his visit to Hawaii.

West Arcadia Hub was formed on Baldwin south of Huntington, where Hinshaw’s was located, in 1951.

Santa Anita Fashion Park (now the Shops at Santa Anita) opened in 1975 to much controversy, with many opposing its construction in favor of preserving Baldwin’s land; there was even greater opposition to the idea of public restrooms in the mall, an idea that eventually succeeded thanks to support by Floretta
K. Lauber.

In 1976, Floretta K. Lauber was elected Arcadia’s first female mayor.

Los Angeles was chosen as the host for the 1984 Summer Olympics, and Santa Anita Park was the host of the equestrian events; Prince Philip himself, president of the International Federation for
Equestrian Sports, toured Santa Anita before approving it for the events.

In 2003 Arcadia showcased its last float in the Rose Parade, titled “100 Years of Good Health, Happiness, and Prosperity.”

Arcadia celebrated its centennial in 2003, and a time capsule was created containing photos, letters and items showcasing Arcadia life in 2003 – this time capsule will be opened in 2028 to add more items.

First historical landmark was dedicated at Arcadia Woman’s Club (est. 1931) in October 2022.

Arcadia celebrated 120 years on August 5, 2023.

Arcadia will host the 2028 Olympics Equestrian Events at Santa Anita Park.

City Transportation

It’s easy to get around the City of Arcadia using multiple methods of public transportation.

Arcadia Dial-A-Ride offers in-City services to seniors 62 and older, residents younger than 62 with disabilities and residents of Arcadia (proof of residency required).

The Arcadia Transit Station offers convenient access to the A Line (formerly Gold Line) train that offers transportation and connections to multiple destinations throughout Los Angeles, including Union Station. The Arcadia Transit Station is located at the intersection of First Avenue and Santa Clara. You can purchase a Metro TAP Card at the station.

You can also catch multiple local buses at the Arcadia Transit Plaza.

Green Line Bus (Huntington Drive/Baldwin Ave) - connecting the Metro with Santa Anita Park, City Hall, USC Arcadia Hospital, the Shops at Santa Anita, and the Los Angeles County Arboretum and Botanic Garden.

Blue Line Bus (Holly Ave/
Duarte Dr) - runs east-west along Duarte Rd., and north-south on Holly Ave, connecting you to southwest Arcadia and the Transit Station.

Red Line Bus (First Ave/Sixth Ave) - runs north-south on First Ave and Sixth Ave, connecting you to the eastern portion of Arcadia and the Transit Station.

The City of Arcadia boasts nearly 20 parks, including one of the larger parks in LA County, in the heart of the city, plus the city-owned Wilderness Park, featuring a nature center and hiking trails.

The Los Angeles County Arboretum and Botanical Garden is filled with an unparalleled array of plant life, a rainforest, trails, plus historical buildings and artifacts, all of which have been featured in many movies and TV shows. Arcadia continues to thrive and attract exceptional development projects and investment across all sectors. The Shops at Santa Anita

Residents and visitors alike continue to be excited about the new ownership direction, improvements, and success at The Shops at Santa Anita shopping mall. The Shops is a significant employer in Arcadia and a premier shopping and entertainment destination in the San Gabriel Valley and greater Los Angeles region, ranking in the top 5% of Super Regional Malls in the country with 13 million visits in the past year. Recent updates at Shops at Santa Anita include a focus on upgrading their outdoor Promenade area, continuing to draw high-quality national retailers, attracting locally and globally prominent eateries to open a branch at The Shops, focusing on recruiting high-end tenants, and continuing to appeal to a wide range of customers that reflect the diversity of the region.

Santa Anita Park

With its stunning backdrop of the San Gabriel Mountains, this world-class and historic horse racing facility is considered by many to be the world’s most beautiful racetrack. Santa Anita is one of the primary economic drivers in the city, attracting a tremendous number of visitors each year, ranking as a top destination in the region, and offering some of the most prominent horse racing events in early fall, winter, and in spring. The site also doubles as a popular Hollywood filming location and a venue for hosting other major entertainment events, special functions, and exciting attractions, including proudly acting as host venue for equestrian events during the upcoming LA (Los Angeles) 2028 Olympic Games. The selection of Santa Anita Park builds upon its reputation and lasting legacy as a premier sporting venue, having previously acted as host venue during the Los Angeles 1984 Olympic Games. The announcement will undoubtedly bring exciting energy to the city and a rare economic opportunity that will benefit the community for years to come.

Downtown Arcadia

The now renamed Metro A Line (formerly known as the Gold Line) station, which opened in March of 2016, continues to connect Downtown to the larger metro Los Angeles area, making a positive economic impact on the historic Downtown Arcadia district. Discover a mix of places to eat, drink, shop, and play, all within a pedestrian-friendly central business district, which is home to significant special events throughout the year, including the Lunar New Year Festival, Patriotic Festival, Halloween Haunting, and the Holiday Fair.

Recent development activity in this area includes the approval and groundbreaking of the Alexan Azalea project off Santa Anita Ave., a seven-story multi-family residential building, consisting of 319 dwelling units. Another significant project is under review, the Alexan Arroyo mixed-used project off Santa Anita Ave., a seven-to eight-story development proposing 359 dwelling units, and the construction of the Hilton Hotel project off Huntington Dr., expected to be completed and open by the end of 2025. Additionally, a Hilton Tempo project located off Colorado Pl. was approved in 2024 and is expected to break ground shortly. Several additional major development projects are currently approved or in the planning and development stage for Downtown Arcadia and the surrounding area.

Baldwin Ave. District

East meets West with world-renowned Asian restaurants, eateries, shops, and a wide selection of independent and national retailers. Abundant in financial institutions, medical and allied sectors, as well as local and neighborhood serving uses, the Baldwin Ave. district is a frequent destination for both visitors and residents alike, with more than 8 million visits in the past year. Recently, the Baldwin Ave. Streetscape Improvement Project was completed in 2025, which replaced damaging Ficus trees with London Plane trees, which have fewer conflicts and maintenance issues with city sidewalks and infrastructure. This corridor is also receiving important upgrades to its roadways, traffic signals, and sidewalks, helping improve a key gateway into Arcadia.

Live Oak District

The Live Oak commercial and mixed-use district stretches along the southern border of the city, catering to both local residents and commuters. New businesses include Kyuramen, a chain of Japanese ramen shops with its first California location here in Arcadia, and Paris Baguette, a prominent bakery cafe bringing expertly crafted baked and brewed goods to the Arcadia community, both of which are located at the completed mixed-use development at Las Tunas Dr. and Santa Anita Ave. Hop Café, a local jazz-inspired coffee and boba shop with delicious snacks, made its debut in the district in 2024, satisfying both live music enthusiasts and foodies alike. Coming soon is an outpost of Da Vien Coffee, an independently owned, enterprising Vietnamese coffee shop using imported beans from Vietnam. In addition, several new mixed-use projects are proposed in this district, bringing new residents and newfound vitality and energy to the area.

Foothill District

Located just north of the I-210 Freeway and along the major East-West thoroughfare of Foothill Blvd., this charming commercial district abuts the beautiful hillside residential communities nestled against the San Gabriel Mountains. Anchored by The Shoppes at Highlander Center, the Foothill District includes a variety of personal service businesses, grocery stores, offices, and quick service eateries catered to residents in this picturesque corridor, strengthening our connections to our adjoining cities and communities.

First & Duarte District (Duarte District)

This compact yet popular commercial area is centrally located within close proximity to Arcadia High School and several residential neighborhoods. Recent business additions include Xi An Foodie, a restaurant concept offering authentic Xi An dishes and a taste of Chinese culture, Patisserie Bluejay, a bakery with French influences and a rigorous recipe development process, 626 Ice Cream, an ice cream parlor showcasing local and nostalgic flavors, and Dollar Tree, which replaced the former 99 Cent Store off Duarte Rd., offers affordable everyday household items for local residents. In future developments, a Starbucks drive-thru is proposed off a long vacant site at the northeast corner of Duarte Rd. and Second Ave., which will add to the many abundant food and drink options available in this district.

Peck Road/Lower Azusa District

This logistics, warehousing, and light manufacturing area with direct access to the I-605 Freeway welcomed the opening of the Arcadia Logistics Center in 2017 with over one-million new square-feet of industrial space. Home to a significant number of jobs, employees, and high-tech industries, this district is the workhorse of our city and a must visit to access wholesale manufacturers, as well as procure building materials, furnishings, and supplies.

Santa Anita Park

Horse racing has always been a part of Arcadia’s history, beginning with the first racetrack in the city opening in 1907. Arcadia’s founder, Lucky Baldwin was a thoroughbred enthusiast, who both raced and bred champion horses.

Santa Anita also hosts the Santa Anita 5K every year, along with seasonal festivities in the infield and parking lot, including the popular 626 Night Market, which draws tens of thousands each summer.

Here are some memorable moments in Santa Anita’s racing history:

Santa Anita opened Christmas Day in 1934.

First Santa Anita Handicap won by Azucar and jockey George Woolf in 1935.

Seabiscuit defeated Triple Crown Winner War Admiral in a match race on November 1, 1938.

Affectionately named “The Biscuit,” Seabiscuit earned $120,000 by winning the 1940 Santa Anita Handicap, making him racing’s all-time leading money winner at the time.

Santa Anita Park racing was suspended during WWII from 1942 to 1945 when the track was used as a Japanese detention center.

Famed Downhill Turf Course added in 1953.

Silky Sullivan won the Santa Anita Derby in front of a record crowd of 61,123 in March of 1958.

Susan’s Girl, the first American filly to win 1 million dollars, won the Santa Susana Stakes (now the Santa Anita Oaks) at Santa Anita on March 9, 1972.

Spectacular Bid set the 1 ¼ mile record on dirt in the Charles H. Strub Stakes on February 3, 1980, a record which still stands today.

A record-setting crowd of 85,527 attended the Santa Anita Handicap, won by Lord at War on March 3, 1985.

Santa Anita hosted its first Breeders’ Cup in 1986.

Game On Dude won his record third Santa Anita Handicap on March 8, 2014.

Santa Anita-based American Pharoah won the 2015 Triple Crown, the first Triple Crown winner since 1978.

Justify, another Santa Anita-based horse won the Triple Crown in 2018.

Undefeated Santa Anita-based super-horse Flightline retired in September of 2022.

Santa Anita hosted record 11th Breeders’ Cup in November of 2023.

Santa Anita was host to the 2024 Split Rock Jumping Tour, utilizing their new arena additions in the infield.
