The Dakota County Regional Chamber of Commerce (DCR Chamber) has held an important role in the community for over 65 years. Our mission has always been to maintain a strong partnership with businesses and our community partners to promote, support, and enhance business prosperity, civic vitality, and the quality of life in Dakota County.

Whether it is a new commercial or residential development, professional service, restaurant, hotel, nonprofit organization, or retail establishment, a city or county cannot function without its businesses that provide jobs and promote a thriving economy. In turn, a vital community helps businesses prosper. Good working relationships are at the heart of any successful business or community.

Our theme for 2023 is “Making It Happen, Making It Matter” and we plan to make this an important year for the Chamber with influential programming, engaged committees, and exciting events for our members to participate in throughout the year. As Dakota County continues to grow in population and economic development, the need for future workforce, housing, transportation, and childcare will be critical to the success of our communities.

Being the voice of business on local, county, and state issues will continue to be a focus and priority. Membership growth and engagement will also be very important for the success of the Chamber. Region We Serve

The City of
Eagan

Home to more than 68,000 people, Eagan is the 11th largest city in Minnesota and is conveniently located near both Minneapolis and St. Paul. The community has a strong tax base and over 2,300 businesses, and nearly 60,000 people work in Eagan. Eagan is the home of major corporations such as Thomson Reuters, Ecolab, Blue Cross Blue Shield of Minnesota, Prime Therapeutics, and the Minnesota Vikings.

The City operates under a council-administrator form of government, employing nearly 300 regular full-time employees and up to 400 seasonal and part-time employees. Eagan is proud of its AAA bond rating from both Standards and Poors and Moody’s.

Eagan also prides itself on exceptional customer service. Residents rate and rank the City highly in national surveys for services provided, direction and trust in government. The City places a high value on responsiveness to community needs within established fiscal parameters. Regarded as a great place to live, work and play, the City enjoys a stable workforce with experienced and professional staff.

Eagan has an exceptional quality of life, with 350 lakes and ponds and 60 city parks. Additionally, Eagan offers 162 miles of walking trails and over 1,300 acres of park land. Among the many wonderful park amenities are the popular Cascade Bay Waterpark, a challenging disc golf course, and a unique dog park. Eagan residents and those working in Eagan enjoy fantastic community events, including a weekly farmers market with live music. Eagan is consistently ranked as one of the best cities in America to live by Money Magazine, and recently by USA Today.

In 2016, the City adopted a 20-year vision called Eagan Forward. The effort was initiated by the City to create an inclusive, candid process to give Eagan an opportunity to address its challenges, engage new community leaders, assess the trends impacting the region, and identify a new vision for current and future residents. Residents and those who work in Eagan offered thousands of ideas.

Community study groups, the City Council, and City staff worked in partnership to determine how to make the vision a reality for Eagan’s future. The updated Comprehensive Guide Plan includes many suggestions from Eagan Forward.

Likewise, as a team of employees, we are embracing the vision of Eagan Forward: Make Eagan America’s Best Place to Live. We are focusing on the following strategies to achieve that vision:

Eagan is more diverse today than ever before in our history and continues to draw people from across the country and globe. Greetings, I'm Eagan Mayor Mike Maguire. Welcome to Eagan! At 68,000, Eagan is the 11th largest city in Minnesota and is conveniently located 20 minutes from both downtown Minneapolis and Saint Paul, major highways, and MSP International Airport.

The community has a strong tax base and over 2,000 small, mid-sized, large and Fortune 500 companies and businesses. We are thoughtful, conscientious, and considerate of our economic climate. Our strategic planning has led to the creation of the Twin Cities Premium Outlet Mall, Eagan Central Park Commons, and Viking Lakes.

And we've launched a racial equity and sustainability initiative to make sure that we are a city and a community prepared for the future, and the demographic and environmental changes that come.

Eagan continues to draw people from across the country and the globe. This rich diversity brings with it a range of cultural differences and perspectives and has helped Eagan transition from a bedroom community in the 90s to a thriving and successful city and a strong community today.

The City’s efforts have led to 98% of residents rating Eagan as an excellent or good place to live. Eight of 10 residents say they’re getting fair to exceptional services for taxes paid.

Full Speed Ahead

The City of Farmington is looking forward.

The Dakota County city is in the beginning stages of creating a vision for its future. With so many opportunities for growth and expansion, the City Council has prioritized the need to revisit the Comprehensive Plan to ensure that the plan embodies the community’s vision for the best that Farmington can be. The planning efforts will move Farmington forward in a proactive way, with a focus on business growth, community engagement and infrastructure support – all necessary to make the vision a reality.

Planning for the future will allow Farmington to continue to be a great place to do business. The business community is an important part of the city’s vision – as growing businesses within the city increases and diversifies the tax base providing necessary means to enhance the amenities for residents. The city offers varied businesses that connect with the diverse community.

The plan also will focus on the city’s largest asset – its people. The city prides itself on its culture of people first. Farmington, home to more than 23,000 residents, provides lots of activities that promote involvement and engagement, and encourages citizens to offer feedback and promote the city in a positive way.

Farmington also has an eye on maintaining and improving the local infrastructure as the city moves forward. An increase in activity, along with an expansion of the business community, requires a proactive stabilization of the infrastructure on the streets, at the parks and on the trails.

Parks and open space in Farmington, stretched across 956 acres, includes adventures for each resident and visitor at every level of activity. The city offers 27 parks, along with 21 playgrounds and more than 50 miles of hiking and biking trails. The amenities include ball fields, basketball courts, tennis courts, sand volleyball courts and a couple of fishing piers.

Farmington is a great place. The city will always take pride in its people, its surroundings, its offerings, and its businesses – but even more is to come. Now is the time to get involved and become part of the fabric of the community as the city embarks upon its visionary and strategic path forward.

Farmington’s seal of the city states, “Proud Past, Promising Future.” We are proud of our past, which dates back to 1872 when we were established as an agricultural community built on a rail line. The agricultural foundation of the community was embedded into our name — and in 2022 we proudly celebrated our sesquicentennial. While the last 150 years has gotten us to where we are today, we are even more excited about the city’s promising future!

First and foremost, our promising future is because of our residents! Our people are our defining trait, setting Farmington apart from other communities. We have created a culture in Farmington by taking care of one another. This is seen in our schools with Farmington alumni educating our future generations…and felt in the community throughout the year as our community calendar is filled with activities and fundraisers. Our residents show up to each of these events and offer unwavering support, consistently rising to the challenge making Toys for Town, school supply drives, etc., beyond successful. We are stronger together, and daily we witness our people paving the way for all to succeed.

THe City of
Rosemount

Rosemount is a rapidly growing suburb in the Southeast Metro area.

For many years, City officials have been focused on being pro-growth and pro-business. We work hard to support the needs of the community while retaining the hometown feel that our residents love. A unique mix of business, industry, agriculture, great schools and a variety of housing and amenities contribute to the high quality of life that Rosemount residents enjoy. In fact, this winning combination put Rosemount on Money Magazine’s nationwide Best Places to Live list for the second time in 2021-22.

A strong business community thrives in Rosemount through the activity and support of local businesses, the City, the Chamber of Commerce and other civic organizations. A recent Commercial Visioning Plan has identified four locations throughout the city for future growth on available land. This plan is focused on creating connections between residents, businesses, industry, housing and jobs. Several large projects have been recently completed or are in the works including a Home Depot and FedEx Distribution Centers, a new housing development with 1,900 homes and a commercial node that will be anchored by a new Life Time athletic club.

Rosemount is known for being a great place to live.

Part of the ISD 196 school district, the academics, sports and music are top notch. With a park in every neighborhood, a well-connected trail system and access to MVTA public transportation, Rosemount is easy to get around on foot, on bicycle or on wheels. THe City of
Mendota Heights

Nestled on the southern border of Minneapolis and St. Paul, the City of Mendota Heights is a first-ring suburb with a small town feel and big city amenities, overlooking the scenic confluence of the Mississippi and Minnesota Rivers.

First organized as a Dakota County Township in 1858 and a Village in 1956, the City itself was not established until 1974; however, Mendota Heights has a long and rich heritage dating back to 1805, with the establishment of Fort Snelling on land acquired from the Dakota Indians. For many years, the area was primarily truck, farm and dairy country, with a population that increased rapidly at the end of World War II.

Today, Mendota Heights is home to more than 11,000 residents and approximately 750 businesses. The City is known for its natural beauty and exceptional quality of life. Along with a multitude of housing options, residents also have convenient access to the Minneapolis-St. Paul International Airport, as well as award-winning restaurants, retail, arts and entertainment venues in the Twin Cities metro area.

The City boasts more than 295 acres of parkland and 17 public parks, as well as several state and private parks, with a multitude of recreational opportunities. Unique to this community is a Native American gathering place and burial ground named Oheyawahi – meaning “a sacred place much visited” in the Dakota language – which is on the National Register of Historic Places.

Mendota Heights operates under the Plan A form of government, the most common type of city government in Minnesota. The City Council consists of a mayor and four council members, who are elected at large. Local elections are held in November of even-numbered years. The Mayor is elected to a two-year term, and Council members are elected to four-year terms.

The City Council legislates for the city and sets administrative policy. The City Administrator, who is appointed by the City Council, serves as the chief administrative officer for the city. The administrator oversees the day-to-day operations of the city and implements the policies of the City Council.

With a mission to provide the highest quality police services, the Mendota Heights Police Department is made up of 18 sworn police officers, four police reserve officers and three civilian staff. The Department hosts several community engagement events throughout the year, and can be followed at Facebook.com/MendotaHeightsPD.

The Fire Department, made up of two command staff, four fire captains and up to 36 paid-on-call firefighters, responds to fire-related emergencies in Mendota Heights and three neighboring communities. The Department also has a strong focus on community outreach programs throughout the year.

THE CITY OF
WEST St. Paul – Has it All

In the early-to-middle 1800s, the Sioux Native American villages of Kaposia and Mendota bordered the area that is now West St. Paul. Settlers arrived in 1848 and many of their names are still familiar in West St. Paul today.

In 1858 the lands directly across the river from present-day downtown St. Paul were incorporated as the original City of West St. Paul, presumably taking the name from the West Bank of the Mississippi River as opposed to being located west of the capital, St. Paul. That municipality, which was legally unrelated to present-day West St. Paul, got into financial difficulties and ceased operations.

During 1887, the City of South St. Paul was formed; comprising generally what is now South St. Paul and West St. Paul combined. Disputes regarding representation resulted in a split in 1889 when present-day West St. Paul was incorporated.

West St. Paul is a first-ring suburb adjacent to St. Paul which offers the tranquility and beauty of the country as well as the diverse amenities of the city. Lush green fields, lakes and wildlife are minutes from a vast array of stores, restaurants and educational institutions. We are a full-service city that offers a high quality of life and is rich with opportunities for enjoyment, growth and development.

West St. Paul has 15 parks, an indoor ice arena, the Regional Athletics Center dome and a community swimming pool. The City is also home to Dodge Nature Center, Southview Country Club, and Thompson County Park. West St. Paul boasts a superior public educational system, along with some great private schools. We have diverse, well-maintained housing available with an established program to maintain quality. There are over 600 businesses in West St. Paul, including a light industrial park. South Robert Street is a busy thoroughfare that has tens of thousands of vehicles traveling across it every day. According to the 2020 U.S. Census, the population of West St. Paul is 20,615.

City Government

The City operates under the council-manager form of government. Policy-making and legislative authority is vested in the City Council, consisting of a Mayor and six elected Councilmembers. The City Council is responsible for passing ordinances, adopting budgets, appointing committees and hiring both the City Manager and the City Attorney, among other things. The City Manager is responsible for carrying out the policies and ordinances of the City Council, overseeing the day-to-day operations of the City, and appointing the heads of the various operating departments.

The West St. Paul Police Department, with more than 30 sworn officers, located right off the bustling activity of Robert Street. West St. Paul and South St. Paul share fire services (South Metro Fire), and one of their two fire stations is connected to City Hall.

West St. Paul Parks and Recreation offers seasonal opportunities for children and adults of all abilities. Some of these activities include youth sports, safety camp, yoga, candy making and more! Park Enthusiasts can adopt a park to help care for it, or reserve rental spaces in parks for events. The different seasons allow for a change in activity in West St. Paul. In the summer the public outdoor pool is open daily and is a BLAST for people of all ages. It features a two-story water slide, zero-depth splash pool, lap pool and concession area. In the winter, skaters and hockey players can enjoy any of the several outdoor rinks and warming houses or skate indoors at our ice arena.

I enjoy researching this topic to learn what others believe is important in building strong communities. I came up with the following list of 10 qualities, in no particular order of importance, people look for in seeking a place to call home.

When a community values the school system, great things can happen. West St. Paul, Mendota Heights and Eagan embraced Independent School District 197, by passing a $117 Million Dollar campaign in 2018 which brought major upgrades to the schools, facilities and grounds.

West St. Paul is home to 15 beautiful public parks, the largest inflatable sports dome in the state, a year-round ice arena and a large outdoor pool. We are fortunate to have a county-funded public library and an incredible county park.

We have a great team of dedicated officers. Our residents have always felt safe in West St. Paul and we will continue to make this a top priority. South Metro Fire Department is a joint department serving West St. Paul and South St. Paul.

Adding walkways and bike trails throughout a fully-developed city is not easy. The River-to-River Regional Trail certainly helps.

Thanks to the city-wide sales tax passed by our residents, we will continue to improve our roads over the next 17-18 years. As we learned through the Inflow and Infiltration program, infrastructure is important.

This is the one thing I hear more than anything. We have some unique and extraordinary family-owned restaurants in the city. We can certainly support more.

Every year we hold Explore West St. Paul Days for residents and visitors to attend events like the parade or movie in the dome, explore our parks and visit local businesses.

This is something I have taken for granted all my years living in West St. Paul. We are within 15 minutes of the Minnesota Zoo, Minneapolis – St. Paul International Airport, downtown Minneapolis and St. Paul.

The Star Tribune ranked West St. Paul as one of the hottest housing markets in the Twin Cities in 2020. This is a direct reflection of how our homeowners value taking care of their properties.

To be successful, a Council must establish a vision and monitor its results. It must be clear and deliberate in its policies and execution of them. And, above all, a Council that is open, transparent, and encourages involvement, builds a strong community that attracts and retains residents.

The DCR Chamber also serves as the Chamber of Commerce for these cities

Lilydale, located on the Mississippi River, is home to nearly 900 residents. Established in 1886, the city began on the river flats, but after being flooded a number of times, the townspeople moved up to the top of the bluff.

The City of Mendota is “Where the waters meet.” The city is located at the confluence of the Mississippi and Minnesota Rivers. Visitors can access the Mississippi River through Fort Snelling State Park.

Sunfish Lake is a small community where residents are proud of their heritage and committed to the preservation of the city’s pristine, rural character and unique spirit.

Empire recently became Minnesota’s newest city when a judge approved a petition allowing Empire Township to become a city. The 36-square-mile area was organized as a township more than 160 years ago. Trent Larson was elected as the city’s first mayor.

Castle Rock Township, organized in 1858, was named for a nearby rock formation. The township has an area of 35.8 square miles.

Eureka Township was first settled in 1854 and organized as a township by the Dakota County Board of Commissioners in 1858, the year Minnesota became a state.

Hampton Township is approximately 40 minutes south of the Twin Cities, with a population around 1,000. It was organized in 1858, and named after Hampton, Connecticut, the birthplace of an early settler. The township has a total area of 34.3 square miles all land.

Public Affairs and
Advocacy

The DCR Chamber promotes initiatives that are pro-business and that also build vibrant communities at municipal, county, regional, state, and if required, the national level.

The DCR Chamber is committed to growth and prosperity of its members providing information, connecting them with resources, and being their voice as we support our pillars of work for the year. Issues include, but are not limited to workforce, diversity, equity and inclusion (DEI), public safety, healthcare, taxation, economic development, transit, affordable childcare and housing, and other areas.

These areas are supported in many ways each year:

The DCR Chamber works with the Dakota-Scott Workforce Development Board to communicate opportunities and to bring people together for speaking engagements, seminars, and other events.

The DCR Charitable Foundation provides scholarships annually to winners presented at the Women's Leadership Forum. In addition, positions in high demand in the Region are now awarded FourWINS Foundation scholarships in support of local students, educational institutions, and local businesses, all for the betterment of the Region.

Educational initiatives are undertaken with the help of multiple school districts, and particularly with the TriDistrict Business-Education partnership, focusing on internships and scholarship programs.

The DCR Chamber has worked with Member Partners to finance a study of transportation needs throughout the Region. This will be presented, and applications discussed, in 2023.

To maintain a strong business climate within the Region, which has been our history, the DCR Chamber continues to support tax relief for businesses, employer friendly workforce strategies to retain and attract employees, innovation and productivity programs, and predictable environmental and regulatory processes.

The DCR Chamber holds dozens of panels, forums, receptions, debates, and programs to make sure that information is communicated, feedback is gathered, and knowledge is shared with all for the betterment of our communities.

Premium entertainment and retail options are available with our members in the region. Whether planning a day of shopping or watching the Minnesota Vikings, there are entertainment opportunities throughout the year.

The TCO Performance Center, the 40-acre home and headquarters of the Minnesota Vikings, includes four outdoor football fields and a full-size indoor football field in a 6,000-seat stadium. Each year the Minnesota Vikings welcome the state to attend the Training Camp Experience.

Viking Lakes is more than just a campus, it’s a community built around a healthy, active lifestyle, with miles of trails weaving through beautiful landscapes. Dakota County has a variety of outdoor options giving the community a choice of active or passive activities.

The Farmington community has 913 acres of park land, open space, and natural areas. Forty-eight miles of paved trails, nature trails and boardwalks provide areas for residents to recreate in natural settings and participate in such healthy activities as walking, biking, in-line skating, and running.

Money Magazine ranked the City of Eagan as one of the best places to live, “For a suburb of the Twin Cities, Eagan has an awful lot of open space and lakes: It’s surrounded by 130 miles of walking trails, 350 lakes and ponds, and 54 municipal parks.”

The Rosemount Parks and Recreation Department provides the best possible year-round, comprehensive recreational activities to all segments of the community. The department provides an essential service, one that can positively affect health, environment, economy and quality of life throughout the City.

Mendota Heights has a community forestry planting program. Trees are planted with diversity in mind, seeking out different species, preferably native to the area. There are several resources for finding quality trees in the area.

The City of West St. Paul, in partnership with Mendota Heights Parks and Recreation and Tri-District Community Education, offers a traveling program that brings recreation to local neighborhood parks and facilities. The staff sets up activities and equipment for youth to enjoy, including games, sports, arts and crafts.

The Dakota County Regional Chamber of Commerce conducts five signature events.

The kick-off luncheon updates members on what happened in the past year, and outlines plans and initiatives the DCR Chamber has for the coming year.

This annual event was created for women to hone their leadership skills. The conference features a multitude of female speakers and panelists who share their stories, advice and help empower their peers.

The annual all-day golf tournament is open for anyone to compete and attend. Lunch and a reception are included, prizes are awarded and there is a fabulous silent auction. This is a perfect day to relax, network and enjoy a round of golf.

The annual ceremony recognizes and honors business excellence, leadership, growth and innovation for businesses and individuals within Dakota County.

The Annual Holiday Luncheon highlights our nonprofit members. At the event, you will find out what services they provide, how you can volunteer, and how they are making a difference in Dakota County.

One of our pillars of work is in the area of public policy and advocacy. New this year is a blended program called Advocacy & Issues Forum where we bring critical issues and public affair concerns to educate and inform our members. There is the annual Legislative Reception where invited legislators of our focus cities are invited to meet members and outline their initiatives for the coming year.

The Foundation serves as a venue for chamber members and others to get involved in the community through initiatives based on business interests, including leadership development, workforce education, and business resource development. The Foundation also serves as a supporting pillar of the benefits of the community and its educational system. Partnerships with other organizations with similar values and missions, such as the Eagan Foundation and with local Business & Education Partnerships are an essential aspect of the Foundation.

Fostering a healthy business environment by supporting education, leadership development and business resource initiatives in our community through the Chamber’s Charitable Foundation.

Initiatives

To ensure our local students are “career-ready” as they transition to post-secondary education, the Dakota County Regional Chamber Charitable Foundation provides annual scholarship opportunities to high school seniors within the School Districts of 191, 192, 196 and 197.

A portion of the proceeds from the Chamber’s signature events fund the foundation’s scholarship program.

The State of Minnesota approved the first ever Foundation’s request for $76,000 for training for up to forty phlebotomists (blood draw professionals) working with health care members within the Dakota County Region, all training is through the Dakota County Technical College (DCTC) accredited health curriculum.
